Chanh Phu Hoa Commune of Ben Cat District has been a model of new rural area development for the period of 2011-2015. Starting with low foundation of roads, schools, markets and environment protection status, Chanh Phu Hoa Commune have been innovated to meet up 19 criteria of a new rural area. It is a miracle for this locality to be accredited as a new rural area because the national program has not yet disbursed funds to this locality. This was thanks to determination of local authority in building up the area prior to the presentation of national standards of new rural areas. To begin with, local authority from 2011 to 2015 is to refine the plans. As a result, it is expected that the locality shall be entitled as a new rural area by 2013 before the plan. Things have changed so rapidly in Chanh Phu Hoa where people now enjoy a new market of Chanh Phu Hoa or also called Chanh Luu Market, Doan Thi Lien Heroine Monument, and standardized schools. Chanh Phu Hoa Junior High Shool is now a standardized education facilities “We have no thoughts about new rural area model, we just follow the targets and learn for ourselves. The success, thus, is thanks to plans proposed by the Party resolution,” asserted Mr. Giau. The thorough development has breathed new life to Chanh Phu Hoa locality where new asphalted roads are in service for local people through the seasons. The green tree fences of houses create a cultural residential area. And, on those roads, more and more villas shall errect in replace of lower-end accommodation. The exploited advantages are position of Chanh Phu Hoa resting near DT741 Street and 7B Street – the two connecting routes to greater urban areas. Favored with traffic roads, the locality can now attract more working forces. As a result, the 19 criteria have been met almost instantly. However, Chanh Phu Hoa authority faces the same issues barring other localities from being upgraded to new rural areas. It’s the capital that matters. As for major projects like Chanh Luu Market, local authority has effectively used private contributions and socialized funding to promote movements of beautifying surrounding areas of living spaces as well as supporting farmers with vocational courses and labor transformation. By now, Chanh Phu Hoa authority has achieved that target of expanding income per capita to VND 25 million a year together with creation of cooperative groups and mutual funding groups to reduce poverty rate to 2.48% and increase trained workers. “We shall not run after the pretending achievements but shall earn by our own efforts.
