Clearly defining responsibilities of departments, sectors and localities in implementing administrative procedure reform

Early December 25, provincial Standing Steering Committee for administrative reform and digital transformation, Project 06, Smart City (briefly called the Steering Committee) held a regular meeting, evaluating the results of implementing last week's tasks and key orientations in the coming time. Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation attended the conference. Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee, Head of the Steering Committee chaired the conference. The conference was held both in person and online formats at district and commune levels in the province.

At the conference, representative of provincial Public Administration Center reported on the implementation of administrative procedure reform under the Index 766 in the 51st week from December 18 to 25, 2023. Accordingly, during the week, Binh Duong province reached 78.1 points, ranking 11 out of 63 provinces and cities, increasing 0.2 points and did not change its rank compared to December 18, 2023...

Speaking at the conference, Mr. Loi requested the Steering Committee to base on national targets in the fields of administrative reform and be proactive for implementation from the beginning of the year. Based on the key tasks in 2024, communes, wards and towns need to promote the role, functions and tasks of the Community-based Digital Technology Group, especially uphold the proactive and volunteer role of Youth union members in the group, aiming at guiding and helping people conduct online administrative transactions while making pilot integration into the extracurricular activities of high school students on digital transformation so that they can guide their families in implementing administrative procedures... He requested that in 2024, relevant units must complete "comprehensive, interconnected" online systems from provincial to communal level. The province needs to clearly define the responsibilities of departments, sectors, districts, towns and cities in implementing administrative procedure reform, especially the responsibilities of heads. In addition, the province needs to allocate reasonable resources for administrative reform, digital transformation, Project 06 and Binh Duong smart city building.
