Concentrating on insurance debt collection solutions

In 2023 and the first quarter of 2024, provincial Social Insurance Agency actively coordinated with departments, sectors and localities to implement many debt collection measures for units that were slow to pay social insurance and unemployment insurance, health insurance  premiums to ensure the rights and interests of participants. However, many businesses are still sluggish in this task. Provincial Social Insurance Agency has just announced a list of these enterprises on the media.

10 businesses slow in social insurance payment for a long time

Provincial Social Insurance Agency said that in 2023 and early 2024, the delay in social insurance payment in Binh Duong is lower than the target assigned by Vietnam Social Insurance. However, some units have still had long debts, causing difficulties for the social insurance agency in debt collection. As of March 31, there were 10 enterprises being slow in paying social insurance premiums for a long time with the maximum amount of VND 16 billion. They included 621 Construction and Stone Mining Joint Stock Company. with VND 16 billion in social insurance debt; Ben Nghe Garment and Laundry Co. Ltd. with VND 9.7 billion; Kim Long Garment Co., Ltd. with VND 3.6 billion; Stanley Furniture Vietnam Co., Ltd. with VND 7.6 billion; Tan Tan Joint Stock Company with VND 6.2 billion; Pham Ton Binh Duong Co.Ltd. with VND 4.4 billion; Hoa Son Garment Trading - Services Co.Ltd. with VND 2.7 billion; Thinh An Wood Co., Ltd. with VND 3.2 billion; S&H Business Co.Ltd.’s branch in Binh Duong with VND 4.7 billion; GFS Vietnam Co.Ltd. with VND 2.5 billion.

Enterprises' good implementation of insurance policies will help employees stick with them

Nguyen Duy Hieu, Deputy Director of provincial Social Insurance said that in order to recover insurance debts from businesses that are late in paying for a long time, provincial Social Insurance Agency has applied a number of measures propagandizing and reminding to raise their awareness of compliance. Every month, provincial Social Insurance Agency will issue a notice urging late payment. On the 25th day of every month, provincial Social Insurance Agency will send emails to the units in order to remind them to opportubely make payments arising during the month. For units that employ a lot of laborers and have large revenues, provincial Social Insurance Agency has a plan to strengthen management, focus on urging and reminding them to collect old debts and prevent the new ones to ensure its collection plan and achieve its target of reducing the amount of late payment by 2024.

For units with delayed payment of more than 3 months, provincial Social Insurance Agency applies measures to handle the employer's responsibility to pay medical examination and treatment costs for employees at the Point 3.a of the Article 1’s Clause 28 under the amended Health insurance Law in 2014. At that time, the health insurance card is not valid for medical examination and treatment. Provincial Social Insurance Agency’s Inspection Department has increased the implementation of unscheduled inspections for units that are slow to pay social insurance premiums and imposed administrative punishment on units that are slow to pay social insurance premiums for a long time.

For sluggish businesses, provincial Social Insurance Agency will transfer their documents to the investigation agency for handling under the law after applying all debt collection measures…

Coordination promoted

To effectively carry out the collection of insurance debt, every month, provincial Social Insurance Agency has also sent a list of units with late payments of 3 months or more to agencies and departments such as the Police Agency, Labor Union, Department of Labor, War Invalids and Social Affairs, Management Board of Industrial Parks, Tax Department..., asking for support in coordination and monitoring.

In addition, provincial Social Insurance Agency and Police Agency have signed the Joint Regulation No. 03/QCPHCATBHXH dated May 11, 2022 on implementing the tasks of protecting national security, ensuring social order-safety and fighting against crime in the fields of social insurance, unemployment insurance and health insurance. Accordingly, the two sectors have invited units that are slow to pay social insurance premiums to disseminate and propagandize regulations on labor, social insurance and health insurance, urge and remind them to comply with the law. Social insurance agencies of districts, towns and cities have also signed regulations to coordinate with police agencies at the same level.

Le Minh Ly, Director of provincial Social Insurance Agency said that provincial Social Insurance Agency has continued coordinating with provincial Police Agency to work with units that are slow to pay and owe social insurance premiums; continued inviting units that have drawn up working minutes, but do not made contributions as committed in the minutes or continue paying late; set up a delegation to inspect units that have sent invitation letters 2 times or more, but have not come to work with the social insurance agency to resolve debts.

Provincial Social Insurance Agency has coordinated with provincial Police Agency to review employers that have not registered to participate in social insurance, unemployment insurance or health insurance or have had insufficient participation for dissemination of policies and laws related to social insurance, unemployment insurance and health insurance, raising their awareness of legal compliance and protecting the legal rights and interests of employees...

In the first 3 months of 2024, provincial Social Insurance Agency coordinated with the local police agency to work on the recovery of late payment of social insurance, health insurance and unemployment insurance premiums for 22 units with slow payment in the province with a total amount of late payment of nearly VND 2.8 billion. Accordingly, the social insurance agency has recovered the late payment amount of VND 352.1 million, or 12.67% of total, with 13 out of 22 units overcoming the problem, or 59.09% of total.
During his recent working trip to Binh Duong province, Tran Dinh Lieu, Deputy General Director of Vietnam Social Insurance highly appreciated results done by provincial Social Insurance Agency over the past years. He also noted that the local social insurance, health insurance units, departments, sectors and localities need to have good coordination in debt collection to ensure the rights and interests of participants. For units that are sluggish or slow to pay insurance premiums for a long time, the locality can make public their information on the media if previously reminding and working with them many times.
