Consensus among people

To implement the Party Resolution in terms of encouraging people to agree with land transfer for road building under the national program of new rural construction, in which the upgrading of more than 10 km long of DT744 road is one main task. Since 2011, Thanh Tuyen commune’s Party Committee and People’s Committee has implemented "smart public relations", in which Party members were pioneers in land transfer. By now, the commune has achieved many positive results.

"Smart public relations" 

In 2011, the project of upgrading and expanding DT744 road with over 10km long passing through Thanh Tuyen commune was realized. The commune had 1,856 households in clearance and had to transfer land to constructors. The whole governmental system of the commune took part drastically in public relation works. Currently, 1,853 households received compensation and transferred their lands.

Thanh Tuyen commune’s People’s Committee Vice Chairman Mr. Luu Vinh Quoc said, the expansion of DT744 road was important to local socioeconomic development. In addition to assistance from provincial agencies, in 2011, the commune established "smart public relations" team at hamlets where DT744 road went through. The team carried out propaganda of the importance of this social utility among people. Mr. Quoc said: “Drastic implementation of "smart public relations" was a critical factor in the expansion of DT744 road. During the first quarter of 2012, over 1,000 out of 1,856 households agreed to hand over lands, optimizing clearance works. Local governmental standpoints comply with rules, reasonableness to compensate people adequately”.

Due to consensus among people, DT744 road length passing Thanh Tuyen commune was upgraded, facilitating local development.

To complete this task, leadership of commune Party Committee, People’s Committee, cadastral cadres, judicial officials… organized regularly meetings for local people to popularize governmental decrees, provincial decisions in terms of this road expansion. Thereby, land owners could know clearly about compensation, then agreed to hand over lands.

Party members are pioneers

Thanh Tuyen commune’s Party Committee encouraged Party members to be pioneers in land transfer. Thus, 50 Party members in clearance became pioneers to transfer their lands.

Mr. Luu Vinh Quoc said: “Thanh Tuyen commune’s Party Committee and People’s Committee appreciated contributions of Party members to the community. This has created a great diffusion persuading people to hand over land voluntarily”.

Many examples, such as: Mr. Tran Quoc Cuong (Rach Kien hamlet), Mr. Nguyen Quoc Dat (Bung Cong hamlet) and so on, are Party members becoming pioneers in this movement. Mr. Tran Quoc Cuong said: “Following uncle Ho’s teaching, as a member of the public relation team, I thought, I had to become a pioneer so that people could be aware of the significance of this road expansion and then follow”.

Mr. Nguyen Quoc Dat said: “In the beginning, many households did not had sufficient information about compensation prices. Therefore, in addition to becoming pioneers, Party members carried out propaganda among people. Then people learned more and agreed with this decision of the province as well as governmental decrees”.
