Contributing to reaching double-digit growth goal
In the first quarter of 2025, Ben Cat city focused on implementing solutions to accelerate the progress of key projects and public investment disbursement. At the same time, the city proactively addressed obstacles related to each public investment project, creating momentum to boost economic development and contributing to the province's efforts to achieve the 2025 goal of double-digit growth.
Positive economic performance
Nguyen Trong An, Vice Secretary of Ben Cat city’s Party Committee and Chairman of the city’s People's Committee stated that thanks to the strong direction from leaders of the city and the efforts of various sectors and localities, the city’s economy continued developing steadily in the first quarter of 2025. The city’s budget revenue and expenditure were promptly and effectively implemented from the beginning of the year, with total State budget revenue in the area achieving positive results. The city also excelled at preparing and completing the task of streamlining and restructuring specialized agencies under the management of the city’s People’s Committee. In addition, Ben Cat city’s 2025 Land Use Plan has been approved by provincial People’s Committee, serving as the basis for carrying out land-related procedures for key projects such as An Tay General Port and An Tay Urban Area.

Notably, both domestic and foreign investors have continued placing their trust in Ben Cat city as a destination for building factories, expanding production and business activities. Specifically, the city attracted 57 new investment projects, raising the total number of projects in the area to 7,377. Among them, 52 were domestic projects with total capital of nearly VND 287 billion and 5 were foreign-invested projects with total capital of over US$ 18.8 million.
The city is focusing on accelerating the progress of compensation, site clearance and the 2025 public investment plan, particularly the preparation, appraisal and approval of contractor selection plans and land price approvals to support compensation and clearance efforts across the city. Officials have been assigned to monitor the progress of each project, from the investment preparation stage to final acceptance and operation. The city also promptly addresses any challenges within its authority or proposes them to higher authorities for resolution to ensure progress as planned. The city places strong emphasis on the disbursement progress of public investment capital, closely monitoring each project and proactively resolving obstacles under the public investment plan…These positive results contribute to propelling the city toward achieving its target of double-digit economic growth in 2025.
“The city is urgently completing the approval of land price units for compensation and site clearance for the province’s key projects passing through the area. We also continue promoting socialization, especially for transportation infrastructure and cultural facilities while pushing forward the implementation of compensation and site clearance efforts related to these projects”, said Mr. An.
High-level effort in site clearance
In the first quarter of 2025, as part of the effort to help the province achieve its double-digit growth target, one of the key drivers for economic stimulation has been the city's strong focus on directing and managing public investment projects and increasing the disbursement rate of public investment capital. In 2025, the city’s public investment capital plan amounts to over VND 765 billion. As of March 17, the value of disbursed public investment capital was nearly VND 33 billion, reaching only 5.8% of the planned target.
To help increase the disbursement rate of public investment capital, the city has concentrated on compensation and site clearance for key projects across the area. Specifically, the city has disbursed compensation for 1,409 cases across two major projects, with a total amount of over VND 1.871 trillion. Of the total figure, the project to upgrade and expand the road 748 through An Dien ward and Phu An commune accounted for 1,371 cases, with compensation totaling more than VND 1.829 trillion. The project to upgrade and expand the road from DH606 to the North My Phuoc belt road provided compensation for 38 cases, totaling over VND 42 billion.
According to leaders of Ben Cat city, the city has continued strongly directing departments and localities to develop solutions with specific implementation roadmaps to complete compensation, support and resettlement for residents affected by projects and works in the area. The focus is on key projects such as the Component Project 1 – site clearance for the Ho Chi Minh City belt road 4 section from Thu Bien bridge to the Saigon river; the drainage system project along the road 744 through Phu An commune and An Tay ward; the 220kV Tan Dinh 2 substation and connecting transmission line project; the North An Tay and Dong An Tay urban area projects.
From the beginning of the year to March 21, Ben Cat city’s total State budget revenue reached over VND 2.353 trillion, accounting for 37% of the 2025 target assigned by the province. Of the total figure, State budget revenue from local production and business activities exceeded VND 2.227 trillion while local State budget revenue reached over VND 626 billion.
