The year 2023 can be considered as the year of digital data, generating data and exploiting data to create new value in digital transformation. Over the past year, the Department of Information and Communications has provided advice to the provincial People's Committee to effectively implement the state management functions of information and communications, especially in digital transformation and administrative reform, and administrative procedure settlement. The Department has contributed to the implementation of online public services at a comprehensive level, achieving a partial completion rate of 84.05% for administrative procedures. The rate of construction departments and sectors in establishing information resource catalogs and implementing information sharing has reached 82%. The rate of public information provided to citizens with a feedback mechanism has reached 92%. The Department has also advised the province to announce the application of Binh Duong number, digital government; launch the province's information portal with 3 versions in Chinese, Japanese, and Korean; publish the Common Data Catalog and the Open Data Catalog.
The Department of Information and Communications has collaborated in building digital infrastructure, digital government, digital society, and digital economy; organized a series of events on cashless payments in roads, traditional markets, supermarkets, and shopping centers; implemented free public digital signatures for administrative procedures throughout the province. This has contributed to the overall success of the province in digitalizing administrative procedures.
To strongly divert digital transformation to grassroots
In line with the nationwide digital transformation trend, in 2023, the Department of Information and Communications proactively and actively advised the provincial People's Committee, urged departments, sectors, and localities to accelerate deep and wide digital transformation in their directive, operational, professional, and technical activities. This aims to effectively and synchronously implement resolutions on digital transformation, provincial digital transformation programs and plans. Specifically, to date, the technical infrastructure serving information technology applications and digital transformation at all levels of administrative agencies has been invested in synchronized upgrades to meet the requirements of ensuring information security, technical conditions, and providing applications to serve citizens and businesses.
The database system has been established and developed centrally at the Intelligent Operations Center (IOC) of the province, with 1,000 sets of operational directive indices in 27 fields, providing services to 9 districts, towns, and cities. The provincial data center deploys a centralized and synchronized approach, utilizing multiple platforms, software, applications, and shared databases to serve the construction of digital governance and smart cities. In the year, the province has issued 163 digital certificates for agencies and over 2,300 digital certificates for individuals; 450 Public Key Infrastructure (PKI) digital signatures and 35 digital certificates for online public services; 10,000 centralized digital accounts for the education and training sector; 2,500 official email accounts; 100% of administrative procedures meet the requirements for implementing digital file digitization processes; 121 agencies have implemented digitization; the number of digitized files has reached over 111,000 files.
The Department has advised on the issuance of a Resolution by the provincial People's Council, which stipulates policies to support community digital technology groups; the implementation of specialized platforms for digital transformation, digital government applications, and Binh Duong Digital; enhancing support for citizens and businesses through the 1022 System. The Department also recommends promoting the provision of fully online public services, online payments, digitization of records, and the disclosure of administrative procedure results through the province's Administrative Procedure Information System.
In 2023, the Department of Information and Communications organized specialized training courses on digital transformation, digital signatures, online public services, and coordinated conferences to review the regulations on enhancing the application and development of information technology, as well as ensuring network security and information security between the 7th Military Region Command and the Department of Information and Communications of provinces and cities in the area in 2022-2023, and enhance the capacity to handle network security incidents in Binh Duong province in 2023.
Despite the remaining difficulties and limitations that need to be overcome, looking back at 2023, the Department of Information and Communication has achieved very encouraging results.
