Summing up the development process of Binh Duong province, various experts affirmed that the success of Binh Duong was thanks to the joint and nonstop efforts of the political systems, enterprise community and people’s unity power. The characteristics of people in Eastern area are open for planning, policy construction for economic integration of the authorities to form great images of Binh Duong with the eyes of political figures, domestic and foreign investors.

More than 25 years of steadfastly focus on oriented economic development of concentrated industrial parks and clusters, Binh Duong has always mastered the spirit of openness to create the best conditions possible for investors and businesses to come and visit and, then, set up a joint venture to develop production and business operations. According to the statistics of the functional sector, by the end of August 2022, in the province more than 58,000 domestic enterprises with a total registered charter capital of nearly VND 600,000 billion are along with more than 4,000 projects of a total registered capital estimated at nearly USD 40 billion. The number of businesses and the level of investment capital that businesses had poured into Binh Duong is a figure reflecting appropriate and correct guidelines and policies that the province has persistently implemented for a long time, which is also an accurate measure, affirming the interest and attachment of the business community to the province.

In recent working programs with Binh Duong, leaders of the Government and central ministries highly appreciated the efforts and creative development path of the province. Accordingly, Binh Duong is currently an industrial city with fast development and great prospects, reaching out to the southern key economic region thanks to the determination, efforts and perseverance of the entire political system, business community and people's solidarity for many years.

Promoting its pioneering spirit, in recent years, the province has continued to plan and develop socio-economic development policies in the direction of smart cities and sustainable development. And the Binh Duong Smart City Project associated with the Innovation Region will be the focal point in the beginning of a new journey. Although it has only been implemented for 6 years, so far, the project is creating many positive changes to improve Binh Duong's position in the eyes of international investors and friends, especially the Intelligent Community Forum (ICF).

Start-up and creativity

As a locality with innovative thoughts, after successfully achieving the goal of socio-economic development in the direction of concentrated industrial parks and clusters, since 2016, the provincial People's Committee has approved the Binh Duong Smart City Project, which aims to create new conditions to raise the level of action programs of the province and more motivation to attract investment and socio-economic development in the direction of smart, modern, and sustainable development by putting people at the center of development and science and technology as the key tool to help the province accomplish its goals.

For sustainable development, right in the Binh Duong Smart City Project, the province has issued a number of regulations and a full legal corridor to support and promote the development of an innovative startup ecosystem, which specifically from 2017-2020, the provincial People's Council has issued many documents of Resolution No. 22/ NQ-HDND, Resolution No. 18/2019/NQ-HDND, and Resolution No. 49/NQ-HDND stipulating the assignment of the provincial Investment and Development Fund to invest in small and medium-sized enterprises and innovative start-ups and policies to support creative startups in Binh Duong province until the end of 2025.

Concurrently, the provincial People's Committee also issued documents of Decision No. 2513/QD-UBND and Decision No. 826/QD-UBND on the implementation of the project of supporting the national innovation startup ecosystem to 2025 and approved the project of supporting innovative small and medium-sized enterprises in Binh Duong province by 2025. In addition, the provincial People's Committee also issued the project of supporting women in entrepreneurship in 2018-2025 with the goal of raising awareness and arousing potential and helping Binh Duong women confidently express their bravery in business and creative entrepreneurship.

Mr. Mai Hung Dung, Standing Member of the provincial Party Committee, Standing Deputy Chairman of the provincial People's Committee, said that the timely promulgation of new policies related to innovative start-ups is an important driving force and premise to help promote business ideas. This is also a place to train and train pioneers and entrepreneurs, ready to participate in long-term races in the market to bring Binh Duong brand and products to consumers domestically and internationally. The provincial leaders also affirmed that it always monitors and has a deep interest in the progress of building and developing smart cities and building an innovative startup business ecosystem.

In order to support, connect and help young people realize business ideas and solutions and create innovative start-ups, the province has recently put into operation the Binh Duong Initiatives and Intelligent Center (BIIC) under the management of the Department of Science and Technology. Through regular activities, over the past time, functional sectors and localities have coordinated with organizations, schools and businesses to establish creative start-up centers with practical significance as the incubators enterprises at Eastern International University, Startup Club at Thu Dau Mot University, business establishment support at Binh Duong University; at the same time, units are supported to build laboratories and experiment (fablab) focusing on areas of strength such as fablab of mechanical engineering at Vietnam - Singapore College, Biotechnology Fablab at Thu Dau Mot University, Multidisciplinary Fablab at BIIC, Becamex IDC Manufacturing Laboratory, Philips EIU Lighting Laboratory at Eastern International University, Becamex ICD Research and Development Institute, Joint Research and Development Department of VNTT and Wustech.

With the drastic participation of the entire political system, the companionship of the business community and the enthusiastic participation of the people - especially young people - the creative startup ecosystem in the province is rapidly. formed and developed. It is believed that this will be an important stepping stone and premise to help the province fulfill the criteria set out in the smart city project and socio-economic goals in the coming time.
