Mr. Bui Huu Toan, Director of the Department of Culture, Sports and Tourism, stated that to effectively implement the Party's viewpoints and guidelines, as well as the State's policies and laws regarding digital transformation, particularly the digital transformation programs endorsed by the Prime Minister and the Ministry of Culture, Sports and Tourism, the Department has recently advised the Provincial People's Committee to establish plans for digital transformation in the areas of libraries, the digitization of cultural heritage, and the application of Industry 4.0 technologies to foster smart tourism within the province.
Furthermore, the sector is concentrating on research and evaluation to formulate plans that align with the directives of the Provincial Party Committee and the Provincial People's Committee regarding the execution of Resolution No. 57-NQ/TW, dated December 22, 2024, issued by the Politburo. This resolution delineates policies and strategies for digital transformation within the sector, which have been identified with specific tasks, projects, and plans to serve as a foundation for future implementation. The primary objectives and key strategies for advancing digital transformation in the Culture, Sports, and Tourism sector have historically focused on two essential goals: enhancing state management and organizing professional activities.
In the realm of state management, the emphasis of digital transformation lies in administrative reform. The Department of Culture, Sports and Tourism has delineated its objectives and guiding principles for digital transformation to enhance service delivery for "people and businesses." The Department has initiated a project aimed at innovating the implementation of a streamlined, one-stop mechanism for managing administrative procedures online throughout the entire process, in conjunction with the digitization of administrative procedure records within an electronic framework. The reception and processing of feedback and recommendations pertaining to the industry through the province's 1022 hotline system for administrative procedures are executed promptly and effectively. Information and data relevant to the industry are consistently updated at regular intervals on the Binh Duong Province Smart Monitoring and Operation Center (IOC).
In 2024, the Department of Culture, Sports and Tourism will persist in enhancing the latest iteration of the document management software and the Department's Electronic Information Portal, incorporating numerous advanced features to ensure information security and safety. This initiative aims to fulfill work processing requirements while also advancing the information and communication activities within the industry.
Furthermore, the "Paperless Office" model has been implemented by the Department of Culture, Sports and Tourism since October 2022, yielding positive outcomes. Consequently, all department leaders, heads of specialized departments, and affiliated public service units utilize personal digital signatures and digital certificates issued by competent authorities. This initiative has streamlined the approval, issuance, and distribution of electronic documents, significantly reducing the reliance on paper documents for communication and review. Additionally, the content and format of meetings have been enhanced through the design and presentation of video clips and documents integrated with QR codes to facilitate conference organization.
Additionally, specialized software for personnel organization management, inspection, examination, financial planning, capital construction investment, and tourism management has been implemented. This facilitates the resolution and processing of tasks while enabling efficient and accurate database sharing among units both within and outside the industry, thereby progressively transforming management and operational methodologies towards a more "professional" and "modern" approach. Consequently, over the past three years, the Department of Culture, Sports and Tourism has consistently achieved outstanding results, ranking among the Top 1 to Top 3 in the province's administrative reform index and receiving a certificate of merit from the Chairman of the Provincial People's Committee.

Continual and focal promotion

This approach will establish a foundation for implementing changes in management practices and the organization of professional activities through the application of digital technology. This is particularly pertinent as Binh Duong advances the construction and development of urban areas in a smart, civilized, and modern direction.
The sector has also concluded that the execution of digital transformation must be accompanied by the reorganization of the apparatus to ensure streamlined, efficient, and effective operations that meet the demands of the new environment. By closely monitoring the tasks and solutions related to digital transformation within the identified sectors, as outlined in the programs, plans, and projects sanctioned by the relevant authorities—particularly the province's plan for implementing Resolution No. 57-NQ/TW, dated December 22, 2024, from the Politburo—the sector will prioritize the advancement of record digitization, the outcomes of administrative procedure resolution, data reutilization, electronic interconnectivity, and enhanced efficiency in work processing. This includes the application of digital technology in the reform of administrative procedures and the provision of online public services throughout the entire process, thereby creating optimal conditions for individuals and businesses to access and utilize public services. Additionally, the sector has consulted with and proposed to the Provincial People's Committee the allocation of funds for projects aimed at equipping smart camera systems for the Provincial Museum and national heritage sites within the province during the 2023-2027 period; implementing information technology to establish the Provincial Digital Museum system; and utilizing information technology to develop smart libraries from 2025 to 2030.
In the near future, the provincial culture, sports, and tourism sector will prioritize the promotion of digital transformation in the development of the cultural industry. This includes the creation and enhancement of high-quality digital cultural products, as well as encouraging and attracting a broad community to engage in the creation and production of positive, healthy, and benevolent digital cultural products within the digital landscape. Additionally, efforts will be made to advance the establishment of a database on culture and digital cultural heritages, while mobilizing, encouraging, and developing incentive mechanisms to inspire intellectuals and youth to take the lead in cultivating digital culture. Simultaneously, the industry collaborates to implement timely measures to address detrimental digital cultural phenomena that undermine societal common values, thereby minimizing the adverse effects of digital technology. Efforts will continue to execute the plan for applying Industry 4.0 technologies to advance smart tourism. Notably, there will be an enhanced focus on supporting tourist areas, destinations, and tourism enterprises in their digital transformation towards becoming smart tourist zones and destinations. |
