Dau Tieng district build up a democratic, transparent and professional administration

To identify administrative reform to be a breakthrough in the socio-economic development strategy, in recent years, Dau Tieng District People's Committee has focused on enhancing administrative reform in order to continue building the district’s administration to be truly democratic, transparent and professional.

People come to carry out administrative procedures at OSS counters of Dinh Thanh commune, Dau Tieng district.

At Dinh Thanh Commune People's Committee of Dau Tieng District, on average, governmental bodies receive every day over 50 dossiers of all types from organizations and individuals, and most documents are resolved promptly according to regulations. In order to do this, the Commune People's Committee has continuously enhanced administrative procedures by putting the OSS model into their counters to create favorable conditions for all people. Procedures to resolve dossiers have been shortened, thereby contributing to reducing troubles for people.

The administrative procedures under their jurisdiction are listed and publicized at counters receiving and returning dossiers,  including 130 procedures in 34 fields. In the first quarter of 2019, the survey of the people's satisfaction with the quality of public administrative services and civil servants’ attitude showed that 100% respondents were satisfied. In the first quarter, the commune received 1,394 dossiers, solved 1,394 dossiers, 100% solved dossiers were returned on time. The commune also accelerated the application of information technology into its operations; employed computer software to solve administrative problems; managed and operated dossier receiving and returning counters under OSS mechanism. The commune implemented and maintained well document management software, documents, and public mailboxes. The commune People's Committee applied information technology into operations; internal network (LAN) for exchange of work; the rate of civil servants using e-mail for work reached 100%; maintained and improved the quality management system according to ISO 9001: 2008. In the last year, Dinh Thanh commune was appreciated for its administrative reform index, ranked 2nd in the district and 11th in the province.

Most all branches and localities of Dau Tieng district are promoting administrative reform. Depending on the characteristics of each locality, the branches, communes and towns implemented administrative reforms according to OSS mechanism in an effective way, contributing to quickly and smoothly solving dossiers of organizations and people. In particular, the processing time for administrative dossiers was remarkably shortened within 1 to 3 days, bringing satisfaction to people and businesses.

In particular, in 2019, the District People's Committee issued a plan for administrative reform, in which continued to enhance administrative reforms; reviewed and simplified administrative procedures in many fields; proposed eliminating complicated and troublesome administrative procedures for individuals and organizations; published timely and sufficient administrative procedures; implemented Decree No. 61 / ND-CP dated April 23, 2016 of the Government on the implementation of OSS mechanism in settling administrative procedures; consolidated and improved the quality and effectiveness of the modern district-level OSS divisions; invested and improved the quality of commune-level OSS divisions. The district also expanded the implementation of OSS system to connect district-level professional agencies with each other; District People's Committee, district-level specialized agencies and Commune People's Committees in settling administrative procedures; received dossiers and return administrative results via public postal services...

Nguyen Phuong Linh, Chairman of Dau Tieng District People's Committee, said that in the coming time, the district would focus on reviewing, consolidating and streamlining political apparatus according to the spirit of the Central Resolution 6 (12th term) associated with payroll streamlining; review, supplement and perfect the functions, tasks, powers, and working relationships among organizations in the district's political system; build and improve the quality of cadres, civil servants; continue to enhance the reform of civil service and civil servant regimes. At the same time, the district promote the application of information technology in managing, operating, maintaining and upgrading basic applications such as e-mail, software for document management, connecting 3 levels (province - district - commune), integrating digital signature; continue to maintain shared applications; ensure the establishment and storage of administrative information in full and timely manner. According to Mr. Linh, for administrative reforms, the district always associate this with the goal of building the local governmental apparatus to be active and effective, along with the construction of professional, exemplary civil servant staff.
