Dau Tieng district in efforts to build an increasingly civilized and modern city

Implementing the urban development program for 2021-2025, and in addition to the achieved results, Dau Tieng district also encountered a number of limitations and problems in the formulation and adjustment of planning, and the formulation of urban classification schemes for investment in infrastructure upgrading. In the following years, the district has implemented many solutions, striving to complete the urban construction program of Dau Tieng district to become more civilized and modern city.

Projects pending for approval

The urban development program over the past time has been planned for urban areas in Dau Tieng district has been accelerated, contributing to ensuring the implementation plan of the proposed projects. However, besides that, some projects are still behind schedule. Urban planning, regional planning is under the approval authority of the province, the implementation progress sometimes is not guaranteed according to the plan.

Specifically, the district has completed the construction planning project of Dau Tieng district until 2040 and submitted it to the Department of Construction for appraisal. However, to be approved, the district project needs to wait after the planning of Binh Duong province in 2021-2030 with a vision to 2050 is approved expectedly to be in the third quarter of 2023.

As for the general planning of Minh Hoa and  Long Hoa new urban areas and the general planning of Dau Tieng town until 2040, which are currently pending after the construction planning of Dau Tieng district until 2040 is approved expectedly in the fourth quarter of 2023. the People's Committee of the province has not yet approved the planning project for the Thanh Tuyen new urban master plan to 2040 because the district planning has not been approved according to Notice No. 163/TB-UBND dated June 13, 2022 of the provincial People's Committee.

Thanh Tuyen commune has fully met the regulations of the city of grade 5, to be eligible for the project to recognize Thanh Tuyen urban area as meeting the urban standards of grade 5. However, up to now, the general planning project of Thanh Tuyen new urban area has not been approved by the provincial People's Committee, so there is no basis for submitting to the Department of Construction for appraisal and submission to the provincial People's Committee for approval of the Thanh Tuyen urban upgrading project.

The progress not guaranteed

According to Dau Tieng District People's Committee, investment in infrastructure upgrading is being implemented by the district according to the medium-term public investment plan for 2021-2025. However, some works’s progress has not yet ensured as compared to the schedule and the proposed plan; a number of projects have not been included in the public investment plan. In addition, the infrastructure, architecture and urban landscape have not yet met the regulations of grades 4 and 5 cities.

The urban development program of Dau Tieng district in 2021-2025 has a total investment demand of about VND 3,415 billion for 88 works; in which, 52 works have been so far under the implementation plan, accounting for 59.1% with a total allocated budget of VND 751.8 billion or 22% of the planning. Currently, the district has completed 14 works; 9 projects are under construction; 16 projects are being implemented by the district to prepare for investment; 1 project is Thanh Tuyen Urban Administration Center which has not yet been deployed. Along with that are 2 approved projects, 9 projects, and 1 project proposal.

Tran Quang Tuyen – Deputy Chairman of Dau Tieng District People's Committee, said: ''Investment in upgrading infrastructure for urban development still has some limitations as the decentralized investment capital has not yet ensured the urban upgrading plan. The work of calling for investment, socialization, and solutions to attract and create capital resources is not really effective.”

Invitation to invest

To complete the urban development program for 2021-2025, Dau Tieng district has proposed many solutions for implementation in the following years. Specifically, the district regularly follows the construction planning projects under the approval authority of the province to promptly solve problems and remove obstacles in the implementation process. In addition, the district continues to strengthen and urge investors and planning consulting units to urgently deploy ongoing construction plans and other related plans to integrate them into the construction planning of district areas and land use planning for synchronization, avoiding overlaping.

Tran Quang Tuyen – Deputy Chairman of Dau Tieng district People's Committee, said the district will review the public land fund to put it into planning and land use plans for efficiency, strengthen the propaganda and mobilization for the people to agree and respond to the favorable urban upgrading.

“Localities that are carrying out urban upgrading need to pay attention to support and coordinate with sectors to well implement compensation, site clearance, and speed up the construction progress. In addition, the district continues to invite investment in areas proposed for urban development and socialization lists according to relevant plans of the district, contributing to the construction and development of an increasingly civilized and modern urban area,” said Tran Quang Tuyen.
