Democrat institutions in communes, wards, and townships promoted

Democracy practice across communes, wards, and townships across the province in 2014 have been well implemented by all-level authorities to boost the people’s grand unity, socio-economic development, national defense-social order assurance, and material and spiritual life of the provincial public. Such was evaluation made by Mass Mobilization of Binh Duong Provincial Party Committee at the January 26 summing-up meeting of mass mobilization and democrat institutions in the grassroots for 2014.

Deeper reality integration

Under evaluation of Binh Duong Provincial Party Committee’s Mass Mobilization, in 2014, almost all communes, wards, and townships in the province have well implemented Democracy Ordinance. Administrative procedures have been fully posted at the venue of communal people’s committees, quarters, and hamlets to timely deliver information about decisions of the Party, policies and laws of the State, resolutions of people’s council, local soco-economic development plans of the district and localities, infraconstruction and rural traffic planning, poverty eradication, cultural family evaluation, preferential loans. Meantime, the public is mobilized to carry out commitments of residential communities with registration for quality movements of the whole public unifying in constructing cultural life in residential areas in 2014 and the whole public protecting the national security.

Construction and publication of local regulations have been thoroughly made under strict inspection and direction of competent authorities. The quarters and hamlets have implemented local regulations on security and order maintenance, environment sanitation, social evil prevention, family planning and demographic matters, wedding celebration, funeral, festivals, and production development. The work has been gradually developed in terms of quality and quantity. Up to date, 97% of quarters and hamlets have established their own regulations. The implementation of local regulations has promoted good cultural tradition combined with whole public unity in construction of cultural life, nationally pivotal targets of new rural area construction, encouragement of the public to observe laws and construction of strong and sustainable political system.

Currently, in the province, 49 communes have completed planning for new rural area construction, 11 communes have been standardized as new rural communes. Mr. Bui Van Hai, Head of Mass Mobilization of Dau Tieng District Party Committee affirmed of local people being energetic in strength and knowledge contribution. Thus, the mobilization of the public in movements of “joint efforts in construction of new rural areas” eyed positive results.

“Up to date, Dau Tieng District as fullfilled approvals of plans and schemes for new rural area construction with 11 communes meeting all the criteria and 4 hamlets standardized,” said Hai.

Concurrently, commissions of law education and dissemination at districts and communes have implemented the education and dissemination of newly issued legal documents related legal rights and benefits of the public. Under command of local committees, the public meeting, appeal and annunciation processing are implemented.

In the year, grassroots reconciliation groups have received 1,563 letters and applications, 1,512 of which have been processed for successful reconciliation of 1,212 applications or 80.15% of the year plan. Besides, the inspection activities of public inspectorate and monitoring committee of community investment in communes, wards, and townships has been constantly promoted. In 2014, 874 cases have been reconciled, of which 672 cases have been successful. Through the working committees, the suggestion and contribution of the public have been submitted to local authority and Vietnamese fatherland front committees in the localities for consideration and resolution. Accordingly, the public awareness has been improved in terms of monitoring and feedback activities in a bid to boost up public control of building up strong authorities.

Movement and model quality improved

For the past time, movements have been improved in terms of quality to boost up other movements in the localities.

The self-managing models have contributed to patriotism emulation movements. The movements have been enforced by the public and political system in resolving urgent situations of the residential area while promoting tradition of tribute for completion of socio-economic criteria and maintenance of national defense and security in the province.

Particularly, the movement of the whole public unification in residential areas has been elevated. Participants are attracted to various activities including gift presentation to the poor and scholarship to the students. Thereon, the unity is fostered to improve trust of the Party leadership and State’s management of population communities.

Mr. Le Hung Manh, Head of steering board for the whole public in building up cultural life in residential area of Quarter 9 in Phuoc Vinh Township of Phu Giao District said: “During the movements, we have signed emulation commitments to build up cultural families as the significant starting point for the success of socio-economic duties and local security and order.”

For the achievements gained, the democracy practice has yielded positive results, contributing to socio-economic development and local national defense and security.
