Determination to successfully accomplish tasks for 2025

Yesterday morning (November 29), provincial Party Standing Committee held the 39th open meeting of the 11th provincial Party Committee for the 2020-2025 period. The meeting focused on discussing and evaluating the local socio-economic development situation, national defense and security as well as the building of the Party and political system in 2024. The meeting also reviewed the implementation of provincial Party Committee's resolution regarding the goals and tasks for 2024, and outlined key directions and tasks for 2025. Comrade Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation chaired the meeting.

Many bright Spots in economic development

According to a report at the meeting, in 2024, the global, regional and domestic situation continued presenting numerous difficulties and challenges that impacted the province's development. In this context, the province’s entire political system, business community and people have united and made efforts to implement tasks and solutions, achieving quite comprehensive results in various fields. To date, 14 out of 20 targets have been met or exceeded; 2 targets are on track to be completed by the end of the year and the remaining 4 targets have performed well compared to the same period last year. The Gross Regional Domestic Product (GRDP), State budget revenue and export-import turnover continued being bright spots in the province's economic picture in 2024.

An overview of the meeting

According to the report, the province’s GRDP was estimated to grow by 8.01%, meeting the set target and ranking second out of the six provinces in the Southeastern region (compared to 5.72% growth in 2023, with a target of 8.0-8.5%). The per capita GRDP reached VND 182.6 million (an increase of VND 13.8 million compared to 2023, with a target of VND 185.5 million). The province’s economic structure continued shifting in the right direction, with 64.83%, 25.06% and 2.73% in industry, services and agriculture, respectively. The province’s export-import activities encountered many favorable conditions. The province’s exports continued maintaining positive growth compared to the same period last year. The province’s production and business activities gradually recovered, with the local investment environment improved, attracting more investors. Most major export items saw an increase compared to the previous year. Enterprises took advantage of opportunities to export their products to markets where Vietnam has signed and implemented Free Trade Agreements (FTAs), resulting in a significant impact on exporting companies. Currently, enterprises are focusing on improving productivity and the quality of their export products to meet requirements of customers in markets such as the U.S., EU, Japan, China, Taiwan and Australia. Export-import activities have increased, especially since July 2024, with the average of over US$3 billion per month. Export turnover reached US$34.5 billion while import turnover stood at US$ 24.5 billion, showing a significant rise compared to the same period last year and surpassing provincial Party Committee’s target. For the entire year of 2024, the province's trade balance is expected to record a trade surplus of nearly US$10 billion. The province’s State budget revenue is estimated at VND 71,234 billion, reaching 110% of the Prime Minister’s target and meeting 100% of the target set by provincial People's Council.

Implementing 3 breakthroughs, 2 key priorities

Concluding the meeting, comrade Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation emphasized that in 2025, along with the key tasks already outlined, the province will focus on implementing 3 breakthroughs and 2 key priorities.

Delegates share their opinions at the meeting

The first breakthrough is focused on mobilizing resources for investment. Accordingly, the province will work to remove obstacles for businesses in general as well as for leading companies such as Becamex IDC. Provincial Party Committee Secretary suggested that following this meeting, both businesses in general and Becamex IDC should provide specific proposals so that the province can direct efforts to resolve challenges related to ongoing and delayed projects.

The second breakthrough focuses on public investment driving private and overall social investment. The priority is to invest in infrastructure that connects international airports, seaports links with Ho Chi Minh city and the region. Investment projects will also aim at the development of industry, agriculture and new-generation industries. Investment projects should be directed towards creating a city that is free from flooding, waste and traffic congestion—an urban area that is safe, green and clean. Urban development projects will be closely tied to industrial growth and urban rejuvenation.

The third breakthrough focuses on organizational implementation. This requires clearly defining roles, responsibilities, organizations and timelines for execution. Additionally, there must be a focus on monitoring, urging  and identifying bottlenecks in the processing procedures. The goal is to enhance leadership, direction and coordination to address these bottlenecks as soon as tasks begin. Efforts will also include accelerating digital transformation and making significant improvement in administrative procedures to ensure efficiency and effectiveness.

Besides the three breakthroughs, provincial Party Committee Secretary emphasized two key priorities: The first priority is to maintain national defense and security while improving social welfare. The second priority is to strengthen leadership and direction to successfully organize all-level Party congresses towards the 12th provincial Party Congress and the 14th National Party Congress.

Provincial Party Committee Secretary recommended that the organization of the Party congresses should be conducted in a solemn, economical and safe manner, without formalities while ensuring high quality. Special attention should be given to strengthening personel work in accordance with central and local regulations. Personnel must be selected and arranged to serve the province's breakthrough period. Regarding the congress’s documents, they should be concise, easy to remember, easy to do and easy to check. Additionally, practical and effective projects should be carried out to celebrate all-level Party congresses, aiming at creating a new momentum, strengthen trust in the Party and reflect the Party’s will and the people's aspirations, ultimately serving the development of the people's lives.

 “With the spirit of determination, daring to think, knowing how to do and being serious, responsible towards the Party, the people and the whole country, with high political determination, solving difficulties, removing bottlenecks, being resolute in organization and implementation, I believe that 2025 is the year of development for Binh Duong...", Nguyen Van Loi, Secretary of provincial Party Committee emphasized.

At the meeting, delegates basically agreed with the draft resolution on the directions and tasks for 2025. The resolution sets a goal of striving to achieve and exceed key targets in economic, cultural-social development and Party development for 2025. Specifically, the targets are as follows: The Gross Regional Domestic Product (GRDP) will grow by 8.5% - 9%. The economic structure will be distributed across industry-construction (63.81%), services (26.34%), agriculture-forestry-fisheries (2.66%) and product taxes minus subsidies (7.19%). The per capita GRDP will be approximately VND 195 million. Total State budget revenue is targeted to reach VND 80,725 billion. Foreign direct investment (FDI) attraction is expected to reach US$ 1.8 billion. Total social development investment capital will increase by 11%. A total of 20,000 new social housing units will be constructed. 1,950 new Party members will be admitted.
At the meeting, comrade Truong Thi Bich Hanh, member of provincial Party Standing Committee and Head of provincial Party Committee's Commission for Propaganda and Education, presented a proposal for gathering opinions to the 2nd draft Political Report to be submitted to the 12th provincial Party Congress for the 2025-2030 tenure. The political report consists of three parts: Part 1 includes an evaluation of the implementation of the resolutions from the 11th provincial Party Congress for the 2020-2025 tenure. Part 2 includes key perspectives, goals, tasks and solutions for the 2025-2030 term. Part 3 is to organize implementation.
