On August 24 and 25, provincial Farmers' Union held its 10th congress for the 2023-2028 tenure. On this occasion, Binh Duong Newspaper reporter had an exchange with Do Ngoc Huy, Chairman of provincial Farmers' Association, about outstanding results in the association's activities for the 2018-2023 tenure and the development trend of the local farmers in the coming period.

- What were the outstanding results and shortcomings of provincial Farmers' Unions at all levels in the last tenure?

- In the last tenure, provincial Farmers' Associations at all levels actively, proactively, creatively innovated operational contents and modes; promoted propaganda and mobilization of members and farmers to strive to successfully implement the directions, goals and tasks of the association's work and the farmers' movements. The annual targets of farmers' association and movements basically met and exceeded the resolutions of the 9th Farmers' Association Congress. Provincial Farmers ‘Associations at all levels reached strong development in terms of politics, ideology and organization. The operational efficiency of the grassroots organization and the quality of members were improved…

Provincial Farmers ‘Associations at all levels actively advised, coordinated and enhanced the roles and responsibilities of associations in agricultural development and new-style rural construction..., thereby creating important resources for the effective implementation of consultancy, vocational training and support activities for farmers; guided the development of collective economic forms in agriculture and promoted the implementation of major emulation movements of the association. Noticeably, the movement of farmers emulating in good production and business, uniting to help each other get rich and reduce poverty sustainably, continued reaching in-depth development, absorbing the participation of members. The movement of farmers emulating in new-style rural construction also confirmed the role of farmers.

In addition to the achieved results, the work of provincial Farmers' Associations and farmers ‘movements in the past tenure still had certain shortcomings. Propaganda, education of politics and ideology among members were still limited and not regular. Some association branches were not proactive to advise the Party Committee and take advantage of the support of the government, the coordination with sectors and mass organizations to organize the implementation of the association's work and farmers ‘movements. In addition, the association’s research and application of science and technology in production was not much and low efficiency...

-What are the key tasks of provincial Farmers' Association in the 2023-2028 tenure?

- For the organization promoting its central and pivotal role in emulation movements, the Executive Board of provincial Farmers' Association for the 2023-2028 tenure will focus on performing a number of key tasks, including building up comprehensive, effective and efficient Farmers' Associations at all levels, meeting the requirements of sustainable development. Provincial Farmers ‘Association will focus on innovating operational contents and forms in accordance with the economic restructuring process, diversifying forms of gathering farmers, developing members along with improving the quality of activities to well perform the function of representing, taking care of and protecting the legitimate rights and interests of members.

The association will also strengthen its branches; implement planning, training and standardize the contingent of full-time and key staff at the grassroots level. On the other hand, the association focuses on building a peasant class in the period of industrialization and modernization with good knowledge and skills, richness in patriotism, solidarity and mutual support, and good citizenship. The association will strongly launch revolutionary action movements; improve the efficiency of major movements; mobilize resources among farmers to participate in agricultural economic restructuring, rural socio-economic development...

- What do you think about the trend of agricultural development in the coming time? What should provincial Farmers' Associations at all levels do to catch up with new trends?

- In the coming time, there are many unpredictable developments in the international and domestic context. The whole country in general and Binh Duong in particular still face many challenges in socio-economic development. The province’s process of urbanization and industrialization is taking place rapidly, with agricultural land being shrunk. The number of farmers will decrease while hi-tech and urban agriculture models will be the dominant trend. The situation of agricultural production is under great competitive pressure…

This situation will create opportunities as well as challenges for the activities of the association. Provincial Farmers ‘Associations at all levels must comprehensively renovate their operational contents and forms; gather and improve the quality of officials and members in terms of political theory, expertise, production, management, business, and sense of responsibility to meet practical requirements. The association's activities will have to continue being improved strongly in the direction of closely combining with the work of gathering, uniting, propagandizing, and mobilizing members to participate in building, monitoring, making social criticism and implementing the Party’s guidelines, the State’s policies.

The association will also attach special importance to improving the quality of the emulation movement of “good farmers in good production and business” as a premise to mobilize farmers into collective economic models; setting up a 6-side cooperation program, creating a chain of links to support farmers to improve the value of agricultural products; building up a model on innovative start-up among farmers.

Provincial Farmers ‘Associations at all levels need to strengthen consultancy, support and vocational training activities at farmers ‘practical needs; effectively implement programs and projects on socio-economic development in rural areas while upholding the central and core role in order to enhance the responsibility of the association in agricultural development, building up civilized urban and new-style rural areas.
