Reporting to the provincial delegation, the Standing Committee of Di An City Party Committee, said that in the first 6 months of 2022, the city faced many difficulties and challenges, especially the situation of Covid-19 epidemic, dengue fever occurred. complex variable. Along with that, the high price of gasoline leads to an increase in the prices of many goods, negatively affecting production and business activities of the business community and directly affecting people's lives. However, with the efforts of the whole political system, many socio-economic, defense and security targets of Di An city have been achieved compared with the plan, the situation of political security and order has been achieved. social safety is stable, the trust of the majority of people in the area in the Party committee, government, Fatherland Front and mass organizations from the city to the grassroots is maintained and enhanced.

Specifically, the industrial production value of the city in the first 6 months of the year was estimated at VND 72,500 billion, reaching 56.91% of the year plan, increasing by 15.33% over the same period in 2021. Total retail sales of goods and service revenue was estimated at VND 47,162 billion, total budget revenue was more than VND 2,347 billion, gaining by 74.82% of the estimate assigned by the provincial People's Committee, increasing by 10.68% over the same period. Di An city has developed a socio-economic development plan associated with the Di An urban development planning for 2021-2030 with a vision to 2050. Currently, it is fulfilling the project to request type-2 urban recognition and take steps to adjust the general planning of Di An urban area, and the zoning planning of wards.
Besides, in other fields, the city has also achieved many remarkable achievements. At the end of the 2021-2022 school year, 100% of students (7,444) completed the primary school program; 99.21% of students (5,271 out of 5,313) graduated from secondary school; 2,146 students registered to take the high school graduation exam. The city continued to focus on the prevention and control of the COVID-19 epidemic, especially vaccination as the coverage rate of 2 doses for people aged 18 and over reached 107%, the 3rd dose 79.4%, and the 4th dose 1.04%; for children from 12 to 17 years old, the coverage rate for dose 2 is 110.8%; children from 6 to 11 years old, the rate of dose 1 36.6%.
However, the city self-identifies that there are still limitations, some targets are lower than the plan, especially budget expenditure and disbursement of public investment capital. A number of pressing issues and prolonged petitions of people on the issuance of land use right certificates in residential areas, residential areas and resettlement areas have not been resolved in a timely manner.
Recommendations to solve problems
At the meeting, leaders of departments and branches also responded to the recommendations of Di An city for difficulties and obstacles for socio-economic development, national defense and security of the locality. The city proposes the relevant departments and branches and the provincial People's Committee to soon consider appraising and approving the land unit price so that the city People's Committee has a basis to organize compensation, support, resettlement and land recovery for implementation of projects and disbursement of public investment capital according to the plan. Drawbacks in connecting the extended My Phuoc - Tan Van route, the main east-west axis, the 30-4 road to the Hanoi highway and upgrade and expand the An Binh route connecting to Pham Van Dong street to Ho Chi Minh city.
According to Di An city, for the projects mentioned above, the city is trying to implement the steps in order but it has difficulty in reaching the connection agreement. However, the Ho Chi Minh city side has not had a unified document, so it has not been able to complete the dossier and submit to the provincial People's Committee for approval of the investment project. In addition, Di An city also proposed that the provincial People's Committee soon consider approving the policy to assign the initiative to the city in the appraisal and approval of the plan to decorate spontaneous subdivisions to issue certificates of land-use rights for people according to Resolution No. 35-NQ/TU of Di An city Party Committee. Faced with difficulties in urban order management, Di An city also proposed the Department of Finance to soon give advice on how to allocate funds for the operation of the city Urban Order Management Team to contribute to improve the efficiency of local management. The city also proposed the provincial health sector to guide the removal of the regulations on package bidding to equip perishable medical supplies and packages of common biological products such as cotton, bandages, gauze, syringes, transmission lines, biological products, cleaning chemicals, disinfectants, etc. so that the city Health Center has supplies and biological products to maintain operations.
Concluding the meeting, Mr. Vo Van Minh highly appreciated the results and efforts of Di An city in directing and administering, contributing to the local recovery and good economic development. However, Mr. Vo Van Minh also noted that the city needs to pay attention to solutions to remove difficulties in the field of public investment because the disbursement rate of public investment capital in the area is still low compared to many other localities. Discussing the urban development situation of the city, the provincial leaders asked the locality to coordinate with functional departments and agencies to pay attention and better manage the construction and urban order not to arise complex problems affecting local security and order. For key traffic projects in the area that will be implemented in the near future such as Vanh Dai 3, it is necessary to actively arrange resettlement land to arrange for people in the clearing area.
