In terms of construction order, there are still cases of construction not following the plan; encroachment on waterway protection corridors has not been well addressed; and businesses and services pose a high risk of fire and explosion.

At residential areas, the lack of capital from investors leads to slow project progress, causing complaints and lawsuits.
