Digital signature contributes to e-government and e-support construction

 A workshop on digital signatures is held

 Department of Information and Communication has just joined Vietnam Chamber of Commerce and Industry (VCCI) in holding a workshop on digital signature for enterprises.

 

The workshop aims at raising awareness of digital signatures in business and their importance in e-commerce and connection of e-government during global economic integration as well as necessarily applying digital signatures in State’s bodies, enterprises, banks, and telecommunication.

In the face of strong development of internet and accompanying services, it is necessary to introduce authentication to create trust and legal binding of trading parties.

 

One of the most effective authentications is authentication using digital signatures basing on public-key cryptography which ensure users of secure online trading. Public-key cryptography allows users to exchange information without using their prior private keys. Public-key is designed as dual keys which interchangeably will be used as encrypting and decrypting key which are so-called private key and public key. By either private key or public key, user can encrypt information depending on e-trading needs.

 

In an open environment, public keys allocated to individuals or organizations will maintain safe exchange of information and security. One user must announce his public key to the community and once other people send information to him, he will use his own public key to decrypt the documents that already are encrypted by his announced public key. And thus, third-party viewer will not access the encrypted information by his own public key. On the other hand, sender can use private key to encrypt documents before sending and receiver will use public key of the sender to decrypt. If the decryption is successful, it proves that sender has a relevant public key to his private key.

 

If the keys are irrelevant, the decrypted documents will be unreadable. This characteristic allows us to digitally sign on e-documents which may be e-mails or orders. User can use private key to create digital signature on information to be sent.

 

Digital signatures are widely used as a significant tool in e-government build-up. In countries of advanced technology, digital signatures govern e-tax, e-banking, e-shopping, e-procurement, and others that require digital signatures. Digital signatures have been used in Vietnam for recent years. The State and government have issued various legal documents to promote e-trading and digital signatures. E-trading Law has been approved by the 8th session of 11th Legislature National Assembly on November 29th 2005 and was put into force by March 1st 2006 to accept legal value of information data and to certify digital signatures as writing signatures. Meantime, Decree No. 26/2007/ND-CP issued on February 15th 2007 stipulates detail implementation of E-trading Law on digital signatures and their authentication.

 

Digital signatures are spreading to ministries and sectors but are still new in Binh Duong. Currently, local enterprises are being guided to access.
