Digital signatures applied widely for the convenience of people and businesses

 Recently, community digital technology groups have increased propagation and instruction on submitting public service applications online and using public digital signatures to increase the rate of online applications. Using personal digital signatures helps people and businesses access administrative procedures and public services quickly and conveniently.

Bui Phuong Dung and Nguyen Thien Co, who live in Hiep An ward, Thu Dau Mot city, had a wedding and wanted to register their marriage. Dung used her phone to access the Binh Duong Provincial Public Service Portal to submit an online application for marriage registration and apply for a digital signature. Dung and Thien provided all the information and documents in the digital environment, so within just 1 day, they received a digital marriage certificate with a QR code without having to go to the ward People's Committee office.

Or in the case of Nguyen Manh Long (Thuan An City), who often has to sign contracts related to administrative procedures, he registered a digital signature and performed the procedures online. During the process of using digital signature, Long said it was very convenient. “Digital signature is my legal basis in the online environment, helping me sign and submit documents online anytime, anywhere without having to waste time going to direct transactions,” said Long.

Not only providing convenience to people, digital signatures facilitate business activities, such as: online tax declaration and payment, electronic social insurance, business registration, electronic contract signing, electronic invoice signing...

Do Quang Tung, Head of Administration - Human Resources Department of Saigon Stec Company in VSIP 2 (Thu Dau Mot City), said that the company manufactures electronic components and camera modules using high technology, so all administrative procedures are processed by the company online. Therefore, the company is forced to use the digital signature of the management staff. “The use of digital signatures has optimized costs and personnel for businesses in procedures related to state agencies such as tax payment, social insurance, health insurance, and customs declaration,” said Tung.

Popularize digital signature

In the National Strategy for Digital Economy and Digital Society Development by 2025, the Prime Minister set a target that by 2025, the proportion of the adult population that has digital signatures or personal electronic signatures must reach over 50%; by 2030, it will be 70%. Previously, digital signatures were widely deployed throughout the country but mainly concentrated in state agencies, organizations, and enterprises; the rate of people using digital signatures was still very modest. Therefore, the issue of popularizing digital signatures for people helps them access public services and administrative procedures quickly and conveniently, contributing to the development of digital citizens.

Nguyen Loc Ha, Vice Chairman of the Provincial People's Committee, said that Binh Duong identified the use of digital signatures in electronic transactions as an important solution in the province's resolutions and digital transformation plans for the 2021-2025 period, with a vision to 2030. Currently, the province has been implementing the provision of public digital signatures together with promoting the use of digital signatures to create a strong driving force for digital transformation.

In order to properly implement the resolution and the proposed plan, the Provincial People's Committee issued a document requesting departments, branches, sectors, People's Committees of districts and cities to coordinate with relevant agencies and units to disseminate among all public employees at agencies and units. Party members need to be exemplary and responsible in taking the lead in knowing and using public digital signatures; instructing people around them to set up and use digital services in daily activities.

In particular, the Provincial People's Committee requests localities, units, and community digital technology groups to widely propagate and instruct people in submitting public service applications online and using public digital signatures to increase the rate of online applications.

 Currently, there are many units licensed by the Ministry of Information and Communications to provide public digital certification services, many of which are providing free digital signatures to people. The administrative procedure settlement information system of Binh Duong province has integrated eSign digital signature of the National Electronic Authentication Center (NEAC).
