Recently, Binh Duong provincial People's Committee has urged all levels of government and relevant agencies to enhance the promotion of digital signatures among the populace. Departments, branches, and localities have undertaken a review to standardize the settlement process, reforming administrative procedures into straightforward and comprehensible steps. They are digitizing and digitally signing documents from the initial stage of receiving and returning digital signature results to individuals and businesses. Concurrently, there is an emphasis on advancing the provision of online public services, electronic documents, and services for businesses, including electronic documents, electronic invoices, electronic banking, electronic commerce, and electronic contracts.
Local Department of Science and Technology has undertaken initiatives to enhance public awareness regarding digital transformation and the utilization of digital signatures. This effort emphasizes the introduction of state management principles related to digital signatures and digital signature certification services, as well as their significance in e-government operations. Governments at both provincial and communal levels have implemented a variety of coordinated solutions to assist citizens in installing and utilizing digital signatures to access digital services offered by relevant agencies and enterprises. Furthermore, the Department of Science and Technology leverages the communication resources of telecommunications companies to foster information diversity, facilitating public access to digital signatures. Presently, network operators are actively promoting awareness through various channels to inform the public about the convenience and benefits of digital signatures, thereby optimizing the efficiency of administrative procedures conducted through online public services in a secure and effective manner. Currently, there are 24 telecommunications entities operating within the province, with 468,115 public digital signatures and 22,514 specialized digital signatures deployed.
A personal digital signature is an electronic signature that holds the same legal weight as an individual's handwritten signature, utilized to verify the identity of the signer. This essential tool facilitates the execution of online public services, ensuring flexibility in signing and approval at any time and from any location. It minimizes administrative transaction time, reduces costs, and promotes transparency and accountability in management and operations.
Numerous advantages for enterprises and individuals
Convenient for users, businesses, and state management agencies alike, personal digital signatures are regarded as a crucial "key" to transitioning activities into the digital realm. They represent one of the most significant digital assets and serve as an essential component in the formation of digital citizens.
In Binh An Ward, Di An City, a ceremony was recently held to launch the "Digital Citizen" model, which will continue until June 30. This initiative aims to progressively establish e-government and facilitate digital transformation in the region by 2025, with a vision extending to 2030. The most significant advantage of the "Digital Citizen" model is that, until June 30, residents and businesses will receive support for submitting online applications with complimentary digital signatures, thereby enhancing the efficiency of public administrative procedures at the ward's one-stop shop. Through this model, citizens will be assisted in registering and installing the VNPT Smart CA or My Smart digital signature via CH Play and the App Store on their smartphones or through personal VNeID accounts. Additionally, guidance will be provided for submitting online applications, completing electronic declaration forms, and signing digitally, as well as addressing challenges encountered during the online submission process and advising on the use of electronic results.
It is observed that prior to the implementation of the "Digital Citizen" model, Binh An ward established a team of volunteers, key neighborhood staff, and a community digital technology team. Following the model's implementation, each member became familiar with the features and advantages of digital application software, serving as role models while guiding and encouraging residents to install the application. Currently, approximately 50% of adult citizens in the ward have been trained to install and proficiently utilize this application.

We are directed to implement beneficial software and facilitate the creation of complimentary digital signatures on smartphones. This model aids individuals in achieving a comprehensive digital transformation.”
In conjunction with electronic identification, the advancement of personal digital signatures will facilitate the acceleration of the digital transformation process within the province. This initiative will enable individuals to conduct transactions without the necessity of in-person meetings, thereby fostering the digital economy, enhancing the digital society, and progressing towards a paperless environment.
Mr. Nguyen Huu Yen, Deputy Director of the Department of Science and Technology,stated that with registered digital signatures, individuals can confidently utilize them across various activities, including electronic transactions on national public service portal systems and provincial and commune-level electronic one-stop shops. They are essential for personal authentication in securities and banking transactions, as well as in electronic contract transactions and labor contracts. Digital signatures play a crucial role in ensuring the integrity and authenticity of information in electronic transactions while safeguarding information security.
