Yesterday morning (July 6), provincial Party Committee held a conference of key officials to thoroughly grasp the contents of the resolution of provincial Party Standing Committee Board on digital transformation until 2025, orientations towards 2030; provincial Party Standing Committee’s Directive on strengthening the leadership of the Party in State administrative reform. Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation chaired the conference.
Being proactive in IT application
Thoroughly grasping the core contents of provincial Party Standing Committee's Resolution No. 05-NQ/TU, dated May 19, 2022 on the province’s digital transformation to 2025, with orientations to 2030, Vo Van Minh, Vice-Secretary provincial Party Committee, Chairman of provincial People's Committee, emphasized: Over the past time, Binh Duong was always interested in promoting the widespread and effective application of information technology (IT) in the direction, administration and operation of businesses and people. The local IT infrastructure system was fully invested and connected. In addition, the local construction of e-government and provision of high-level online public services for people and businesses initially brought some positive results. The province's IT application ranking index for 2 consecutive years (2019-2020) reached a high position among 63 provinces and cities. In 2022, Binh Duong was honored for the fourth time in a row as one of 21 regions with typical smart city development strategies in the world. The construction of Binh Duong smart city and Innovation Region has been included in the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure and breakthrough programs of the province for development orientations in the coming time.
An overview of the conference
Simultaneously, provincial Public Service Portal has implemented the level 3 and 4 public services, provided with various means of access, including mobile devices. The electronic "one-stop" information system has been deployed for all 19 departments, sectors, 9 district-level People's Committees and 91 commune-level People's Committees. The document management and administration software system has been deployed to the Party, State and other agencies, connected at 4 levels, with integrated digital signature on the system. IT human resources in State agencies, Party agencies, socio-political organizations have basically been maintained stably. The index and ranking of human resources applying IT in the State agencies of the province in recent years have always been in the top of the country. Urgent and long-term mission
Many positive results have been achieved in proactively applying IT, but the Resolution of provincial Party Standing Committee also pointed out many shortcomings in the application of IT within State agencies. The construction and formation of shared data is still slow to implement; sharing and integration has not been accelerated; IT application in enterprises and society has not developed synchronously; there is a shortage of IT human resources in both quality and quantity, affecting the digital transformation process of enterprises as well as State agencies in the locality.

Identifying digital transformation is an inevitable trend of development, a particularly important, urgent and long-term task of the political system and the whole society, creating a breakthrough in socio-economic development, ensuring national defense-security, social order and safety and sustainable development of the province. Closely adhering to the viewpoints and goals of the Resolution of the 13th Party Congress, the direction of the Government and the Prime Minister at the national digital transformation program to 2025, orientation to 2030 and the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure, provincial Party Standing Committee has issued the Resolution on digital transformation to 2025, with orientations to 2030.
Accordingly, the resolution emphasizes the goal of promoting digital transformation with the pillars of digital government, digital economy, digital citizenship and digital society to make the overall change of efficient and transparent management activities of the government; change production and business activities of enterprises, promote innovation, increase labor productivity, create growth motivation; change people’s lifestyle, narrow the development gap. The key sectors and fields have implemented digital transformation in the direction of optimization and intelligence, contributing to the realization of the goal of "Binh Duong sustainable development towards a smart, civilized and modern city" under the Resolution of the 11th Provincial Party Congress.
The resolution identifies specific goals to 2025 on digital government, digital economy and digital society development while specifying specific goals by 2030 for the above pillars. In order to achieve the set objectives, the resolution has identified 10 main tasks and solutions, including strengthening the leadership and direction of the Party committees and authorities in digital transformation and digital government construction; promoting propaganda, raising awareness about digital transformation; building and perfecting mechanisms and policies, cooperating to promote digital transformation; fostering human resources; investing in the development of digital infrastructure to meet the needs of digital transformation; developing data, applying shared digital platforms and ensuring information safety and security; building digital transformation and smart cities; fostering digital economy, digital citizenship and digital society...
Speaking at the conference, Mr. Loi emphasized that the purpose of the digital transformation is to reform administrative procedures, build an-e government and a smart city. The targeted subject for serving is people and businesses are considered as as the center to facilitate them to carry out procedures, social, civil and economic transaction relations..., reducing costs and time, going to publicity and transparency, decreasing negativity, handling issues that reflect public opinion through cyberspace.
He suggested that in the immediate future, from September 2022, it is necessary to immediately implement "5 no-s": Working without paper, office without paper; implementation of procedures without going to public authorities; cashless; no harassment and no delay. Regarding the upcoming work, he also requested relevant units to develop a priority program to invest budget and human resources for digital transformation. All-level authorities, sectors and heads must take responsibility while reviewing the contents of digital transfortmation for good implementation. Reforming administrative procedures, building e-government must be implemented from top to bottom. What people and businesses caring about must be done first. The cities of Thu Dau Mot, Thuan An, and Di An must take the lead in digital transformation, e-government building and administrative reform.
“In the coming time, each Party level and leading comrade of sectors and authorities must identify digital transformation, administrative reform as the main and regular task to better serve the people and businesses, making the locality further get more thriving…”, emphasized Mr.Nam.
