E-commerce thrives during pandemic time

E-commerce is a potential business form that many companies are aiming for. Facing that trend, Binh Duong has set specific goals for e-commerce development in the new period, creating a foundation to promote socio-economic development, especially amid the ongoing Covid-19.

To realize the goal

According to statistics from the Ministry of Industry and Trade, by December 31st 2020, Binh Duong had more than 562 organizations and individuals registered for e-commerce activities, an increase of nearly 2.6 times compared to 2015. In 2021, Binh Duong achieved 14.86 points, ranked fourth out of 63 provinces and cities nationwide in terms of e-commerce growth (up one rank compared to 2020). This is the fifth consecutive year that Binh Duong has maintained its position in the top five leading provinces and cities nationwide in e-commerce development. Some prominent growth indicators, such as human resources and information technology infrastructure reached 20.31 points, ranked fourth in the country; business-to-customer transactions (B2C) reached 11.86 points, ranked third in the country; Business-to-business (B2B) transactions reached 14.9 points, ranked third in the country.

A favorable condition is that Binh Duong has been actively implementing e-government and the national digital transformation program. Technical and technological infrastructure is synchronously upgraded, meeting information security requirements, ensuring technical conditions for providing applications to serve people and businesses. Up to now, electricity and telecommunications payment services have reached 100% without cash, and online payment services for water (not yet compulsory) have reached 70%.

According to Mai Hung Dung, Member of Provincial Party Standing  Committee, Permanen Vice Chairman of Provincial People's Committee, in period 2021-2025, Binh Duong aims to effectively implement solutions and aiding activities to stimulate the application of e-commerce in enterprises and the community; step by step make e-commerce an activity commonly used and applied in production, business and consumption by organizations, individuals and enterprises in the province; encourage and support the application of e-commerce transactions (B2B and B2C) to expand the consumption market for a number of potential and advantageous industrial, handicraft and agricultural products; orient towards strongly development of cross-border e-commerce transactions for a number of key export products.

Binh Duong focuses on developing technology infrastructure and implementing solutions to support online transactions integrated with payment in commercial and public services, contributing to promoting electronic payment in transactions, including: B2C, B2B, Government - citizen (G2C), Government - business (G2B) transactions. Binh Duong has been strengthening the capacity of infrastructure systems and supporting services for e-commerce, especially delivery and logistics, improving management capacity and organization of activities, fighting against commercial fraud, infringement of intellectual property rights and unfair competition in e-commerce. In the period of 2021-2025, Binh Duong strives to maintain its rank among the top five localities in the country in terms of the E-commerce Index (EBI).

"Push" from a difficult time

According to provincial Department of Industry and Trade, by 2025, Binh Duong strives for B2C e-commerce sales (for both online consumer goods and services) to account for 10% of the total retail sales of goods and services in the province. In which, the annual growth rate must be stable at an increase of 15-20%/year; the percentage of population participating in online shopping to reach 35%, non-cash payment to reach 50%, payment through intermediary service providers to account for 80%; 70% of purchases on websites/apps have e-invoices; effectively build and put into operation e-commerce platforms of Binh Duong province.

Amid the pandemic, although this is a difficult time, it is a strong push for businesses to develop digital transformation and e-commerce. Phan Thi Khanh Duyen, Deputy Director of Department of Industry and Trade, said that when the pandemic surged, many businesses in the province switched to e-commerce development and gained practical results. Consumer behavior also changed and set new requirements for businesses to change their operation way to adapt and survive. Companies in the province focus more on online sales channels and learn new strategies to reach and attract more customers.

During the pandemic, the goods distribution system in the province chose e-commerce as a lifeline to support overloaded orders. According to Vo Nhat Vu, Director of Big C Binh Duong Supermarket, with e-commerce solutions during the pandemic, the number of orders has increased 30%. This group also implements  some solutions to cooperate with technology companies to assist online orders and provide essential goods for people.

Binh Duong aims to have 80% of e-commerce websites integrated with online ordering in the period 2021-2025; over 50% of suppliers of safe agricultural products join fruit and vegetable traceability; 100% OCOP products, traditional goods of craft villages, provincial specialties to be displayed and sold on Binh Duong e-commerce platforms and some other popular platforms; 50% of small- and medium-sized enterprises conduct business on e-commerce platforms, including social networks with commercial transaction functions...
