Efficiency coordination in cultivation

For many years, the coordination between provincial Department of Agriculture and Rural Development (DoARD) and the People's Committees of districts, towns and cities has brought about efficiency in all fields. Particularly, the local coordination in the field of cultivation, plant protection and agricultural production has been in line with the orientations, guidelines and guiding documents of the Ministry of Agriculture and Rural Development and provincial People's Committee, contributing to improving rural people’s lives and incomes, promoting the local socio-economic development.

Effective coordination

The evaluation of the results of the coordination work showed that provincial DoARD and district-level People's Committees complied with regulations on legal documents, programs, schemes, projects, technical regulations, economic-technical processes and norms on cultivation, plant protection and agricultural promotion over the past years. This was promptly deployed to each locality, organization and individual, contributing to creating favorable conditions for the local agricultural production. The situation of crop production and epidemics was regularly updated to meet reporting requirements to central agencies and provincial People's Committee. On the other hand, the coordination between the units created unity and harmony in the direction, orientation and implementation of the tasks on cultivation, plant protection and agricultural promotion.

Provincial DoARD and district-level People's Committees also paid attention to directing coordination work opportunely. Therefore, the work over the past time was carried out relatively well, contributing to promoting the local agricultural production. The contents of the coordination regulation were thoroughly disseminated among agencies and units, contributing to raising awareness and effective implementation. Especially, the Sub-Department of Cultivation and Plant Protection, and district-level Agricultural Service Centers were proactive to exchange information and support each other in the process of performing their tasks.

Along with that, the direct coordination units clearly defined their responsibilities, functions and tasks, actively exchanged information and work contents, discussed and removed obstacles in the implementation process, thereby improving the efficiency of coordination work. In addition, district-level People's Committees regularly directed Economic Divisions and Agricultural Service Centers to coordinate with specialized sub-departments to carry out the local tasks on cultivation, plant protection and agricultural promotion; guided the application of good agricultural production practices under VietGAP standards, policies to support the application of VietGAP, growing area codes, pest management programs, crop management, agricultural promotion models and monitored agricultural products, supervised organizations and individuals providing the local agricultural services...

Obstacles needing to be removed

At the conference to evaluate and implement a number of contents in the field of agriculture and rural development, delegates raised a number of opinions and recommendations on obstacles in coordination and management. Currently, public service prices have not been promulgated, so it is very difficult for agricultural service centers to perform some non-business services. The implementation of the Government's Decree No. 60 stipulating the financial autonomy mechanism of public non-business units for agricultural service centers still faces many difficulties. For the coordination work achieving more results in the coming time, Pham Van Bong, Director of provincial DoARD suggested that the district’s People's Committee will further pay attention to directing the effective implementation of activities in cultivation, plant protection and agricultural promotion, ensuring that such coordination contents as implementing and propagandizing policies, plans and strategies for the development of the agricultural sector, and specific tasks related to cultivation, plant protection will be effective. The district-level People's Committees will further direct specialized agencies, including Economic Divisions and district-level Agricultural Service Centers to coordinate with specialized units under provincial DoARD in managing, implementing professional tasks and complying with instructions and supervision of provincial DoARD.

For the units under provincial DoARD, based on their functions, tasks and responsibilities, they will have good coordination with the Economic Divisions and the Centers for Agricultural Services to implement tasks, with focus on key tasks of the sector in each year and phase such as digital transformation in agriculture, growing area codes, new-style rural program, OCOP program, organic agriculture, VietGAP, agricultural promotion program... Besides, Mr. Bong also noted that the coordination work must be based on the spirit of exchanging and discussing solutions to overcome obstacles to ensure the completion of the sector and locality’s goals.

Pham Van Bong, Director of provincial DoARD: The Sub-Department of Cultivation and Plant Protection must grant growing area codes to crops, creating conditions for the timely and quick export of agricultural products in the province while guiding regulations on food safety of countries so that enterprises and farms can be proactive in producing and consuming agricultural products. For district-level agricultural service centers, they need to ensure compliance with regulations giving periodical reports on the results of cultivation, plant protection, and agricultural promotion activities in a timely and irregular manner under the regulations of the Ministry of Agriculture and Rural Development, Department of Cultivation, Department of Plant Protection, National Center for Agricultural Promotion. Based on their functions and tasks, they need to set up programs, models, projects, public services, etc., in line with the local orientations.
