Efforts made to accelerate the progress of flood control projects

The dredging and reinforcement project of the Cai stream section from Tho Ut bridge to Dong Nai river of Tan Uyen city and the flood control project of the section from Cong junction to Ba Hen bridge of Thu Dau Mot city are both important projects of the province, being constructed under complex geological conditions and frequently affected by flooding. Even in the rainy season, the investor and construction units are making efforts to overcome difficulties in order to meet the set schedule.

Overcoming drawbacks of the construction sites

Mr. Vu Tien Son, Director of the provincial Agriculture and Rural Development Project Management Board (Project Management Board), said that the Project Management Board, in 2024, was assigned by the provincial People's Committee to implement flood control projects in Thu Dau Mot city and Tan Uyen city. These projects include key projects aimed at water drainage, contributing to environmental improvement, urban beautification, and combined development of transportation in the area.

The project of dredging and reinforcing Cai stream is being accelerated in affordable conditions

Accordingly, the dredging and reinforcement project of Cai stream, from Thu Ut bridge to Dong Nai river, has a total length of about 18,950m, including the main branch of Cai stream leading to Tổng Bảng bridge with a length of 14,310m, and the subsidiary branch of Cai stream leading to Ba Kien bridge with a length of 4,640m. The total investment value is over 4,942 billion VND. The project solves the flooding issue from Cong junction to Ba Hen bridge (in Thu Dau Mot city) with a revised total investment value of nearly 173 billion VND.

The mentioned above projects are all important projects, with difficult construction due to frequent flooding. Construction must ensure drainage, water supply for residents' daily activities, and transportation. After heavy rain, the entire construction area of Suoi Cai project is almost submerged, taking 3-5 days to pump out the water before construction can resume.

With a spirit of overcoming difficulties, the Project Management Board has proactively organized meetings, sought opinions from local authorities and relevant sectors on the plan to respond to natural disasters at the construction site. At the same time, it has requested the units implementing the bidding packages and construction works, which are under the management of the Project Management Board as the investor, to proactively handle situations when there are heavy rains and floods affecting the construction site.

“The project management board requires contractors to have ready manpower, materials, and vehicles available 24/7 at construction sites to promptly respond to any unfavorable situations and report to the investor in a timely manner to inspect, review, and take measures to repair and reinforce constructions in areas at risk of landslides, there must be assessment and warning for the residents; implement measures to guide and regulate reasonable flow, ensure water drainage to prevent flooding in construction areas that may affect progress, livelihoods, and lives of the people," said Mr. Vu Tien Son.

Coordination made to promote tho progress

The project management board has requested the contractor to concentrate manpower, equipment, and make even greater efforts, working day and night to accelerate the progress, striving to complete each item and the entire project. The dredging and reinforcement project for Cai Stream started on January 2, 2024, and is expected to complete packages 2A and 2B on May 25, 2025. Up to now, the implemented volume has reached about 23% according to the signed contract.

The project to solve the flooding problem from the Cống intersection to the Bà Hên bridge has completed the drainage section on Thich Quang Duc street and has been opened for traffic. The project was implemented from May 19, 2023, and is expected to be completed on December 8, 2024. So far, the completed volume has reached about 70% according to the signed contract.

Mr. Vu Tien Son added that, to resolve difficulties and obstacles in order to ensure the progress of the construction of packages 2A, 2B, belonging to the dredging and reinforcement project of Cai Stream, the Project Management Board proposed that the People's Committee of Tan Uyen City approve the contractor's use of roads to transport materials, surplus soil to waste sites during the construction process of the two packages according to the surveyed route.

The project management board also recommends that the Tan Uyen City Land Development Center take the lead in mobilizing efforts for 16 cases that have not received compensation for land clearance, while reviewing and consolidating documents as a basis for implementing administrative measures when conditions are met. For one case of state-owned land that has not approved a compensation plan, it is proposed to complete the valuation, compensation plan, and submit them to the Department of Natural Resources and Environment for appraisal, and the Tan Uyen City People's Committee for approval.
