Eight resolutions on public investment, planning and land adopted
Yesterday morning (April 11), the 10th provincial People's Council convened its 22nd session (special session) to evaluate and address significant matters in accordance with local practical needs. Mr. Nguyen Van Loc, Standing Member of the provincial Party Committee and Chairman of the Provincial People's Council, presided over the session. Also in attendance were Mr. Nguyen Loc Ha, Standing Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; along with members of the Standing Committee of the provincial Party Committee.
Momentum generated to overcome obstacles and expedite progress
During the meeting, the delegates of the Provincial People's Council reviewed and deliberated on the submissions from the Provincial People's Committee, as well as the report concerning the examination of the materials presented by the Economic - Budget Committee of the Provincial People's Council. Concurrently, the delegates voted to adopt the resolution approving the project to mobilize resources for the implementation of Urban Railway Project No. 1 (Binh Duong New City - Suoi Tien, Ho Chi Minh City). This initiative represents one of the pivotal new projects aimed at propelling Binh Duong towards a breakthrough and expediting socio-economic development in the near future.
According to the Provincial People's Council, the construction of urban railway line No. 1 aligns with the railway development perspective in the strategic adjustment for the advancement of Vietnam's railway transport through 2020, with a vision extending to 2050. It is also in accordance with the Binh Duong Provincial Planning for the period 2021 - 2030, with a vision toward 2050.
Urban railway line No. 1 spans a total main line length of 32.43 km, traversing four cities within Binh Duong province: Di An, Thuan An, Thu Dau Mot, and Tan Uyen. The line is projected to feature 19 stations and a depot located in Phu Chanh ward (Tan Uyen city). The starting point is Station S1, situated at the new city center in Hoa Phu ward (Thu Dau Mot city), while the terminus is the Suoi Tien bus station (urban railway line No. 1 Ho Chi Minh City) in Binh Thang ward (Di An city). Notably, urban railway line No. 1 is equipped with advanced technology and modern facilities, including trains utilizing distributed power unit technology (EMU), an information-based control system (CBTC), mobile line closure capabilities, and an automatic train operation mode (driverless) integrated with an automatic train protection system and an automatic monitoring system. In terms of primary technical specifications, the double track has a gauge of 1,435 mm, is electrified, and is designed for a train speed of 120 km/h.
This project entails a total investment capital based on two specific options. Option 1 involves investment in the entire route, with a preliminary total investment of approximately 64,370 billion VND. The capital structure comprises 44% from the provincial budget, 36% from TOD exploitation, and 20% from central support capital. Option 2 focuses solely on the investment from the A1 roundabout to Suoi Tien, excluding the depot in Tan Uyen and utilizing the Long Binh depot of Ho Chi Minh City, with a preliminary total investment of around 56,301 billion VND. The capital structure for this option consists of 39% from the provincial budget, 41% from TOD exploitation, and 20% from central support capital. The project is anticipated to be implemented, completed, and submitted to the National Assembly for approval of the investment policy in May 2025, with construction expected to commence in 2027 and completion projected for 2031.
Simultaneously, the Provincial People's Council unanimously ratified resolutions pertaining to public investment, planning, and land management to mobilize all resources, foster breakthroughs in infrastructure development, and create new avenues for growth. Specifically, the resolution endorses the general planning initiative for the Tan Lap new urban area through 2040 in Bac Tan Uyen district; it establishes the investment policy for the project to construct a road along the Saigon River, extending from National Highway 13 (near Vinh Binh canal) to Vinh Phu 40 road; and it outlines the general planning initiative for the Binh My new urban area through 2040 in Bac Tan Uyen district.
Proactively implement synchronized solutions
During the meeting, Mr. Nguyen Van Loc remarked that, under the diligent leadership of the Provincial Party Committee, the support of the Provincial People's Council, and the decisive direction and administration of the Provincial People's Committee, various sectors and levels have collaboratively implemented solutions to execute the socio-economic development plan for 2025 in alignment with the directives of the Central Government. In the first three months of this year, the province's socio-economic landscape has yielded numerous positive outcomes, including an estimated economic growth rate (GRDP) of 6.74%. Total state budget revenue is projected at 24,733 billion VND, achieving 34% of the estimate assigned by the Prime Minister and 31% of the estimate approved by the Provincial People's Council, reflecting a 32% increase compared to the same period last year. Additionally, foreign investment attraction reached 693 million USD, marking a 183% increase over the same timeframe.
Mr. Nguyen Van Loc stated that the 22nd session (special session) of the 10th Provincial People's Council has successfully completed its proposed agenda and adopted eight significant resolutions aimed at fostering breakthroughs and accelerating socio-economic development in Binh Duong. To effectively implement these resolutions and address several critical and urgent tasks in line with current practical demands, the Provincial People's Council urges the Provincial People's Committee, relevant branches, and all levels to concentrate on executing solutions with a proactive, innovative, and coordinated approach, ensuring that the resolutions translate into tangible outcomes. Concurrently, the Standing Committee of the Provincial People's Council, along with the Council's committees, delegations, and delegates, will continue to uphold a strong sense of responsibility and actively oversee the implementation of the resolutions.
Mr. Nguyen Van Loc underscored that during this period, the province has diligently executed the requirements and tasks associated with the reorganization and streamlining of the political system's apparatus, ensuring alignment with the directives of the Central Government and the local context. Notably, the implementation of the task to reorganize administrative units according to the two-level model must facilitate seamless operations, leaving no areas or sectors unattended, while also ensuring the necessary solutions to realize the growth scenario and achieve the established objectives. Consequently, the Provincial People's Council has urged the Provincial People's Committee, along with various branches and levels, to maintain a strong focus on and comprehensively execute political tasks, ensuring continuity in operations, particularly in the resolution of administrative procedures for citizens and businesses, thereby guaranteeing the fulfillment of assigned targets and tasks by 2025.
To finalize the organization of commune-level administrative units and conclude the operations of district-level local governments in accordance with the directives of the Politburo, as well as the plan and Resolution No. 74/NQ-CP issued by the Government, the Provincial People's Council will convene a thematic meeting at the end of April to execute the necessary procedures as per regulations. Consequently, the Provincial People's Council requests that the Provincial People's Committee proactively collaborate with the Standing Committee of the Provincial People's Council and the various committees of the Provincial People's Council to meticulously prepare the agenda and requirements for the successful conduct of the meeting. |
