Eighth session of the 10th Provincial People's Council studies policies practically concerning people's lives

At the eighth session of the 10th Binh Duong Provincial People's Council, the Provincial People's Committee made some important reports concerning people's lives.

Regulations on tuition fees for all levels

According to the Proposal on tuition fees for preschool education, public general education in Binh Duong province in 2022-2023 school year, the tuition rate for preschool and public general education institutions without self-financing autonomy in urban areas (wards, townships), preschools, primary, junior high, and high schools is 300,000 VND/student/month; in rural areas (communes), tuition rate of preschools, primary and junior high schools is 100,000 VND/student/month, especially tuition rate of high school level is 200,000 VND/student/month. The tuition fee for public preschool and general education institutions with self-financing autonomy is double the tuition fee rate for non-self-financing public preschool and general education institutions.

For provincial continuing education and professional training centers, vocational training - continuing education centers applying general education programs, tuition fee is equivalent to the tuition fee of public schools of the same level in the locality. Tuition fee of online learning is 0.75 times the usual tuition fee.

Tuition fee exemption, reduction and support must comply with the Government's regulations. Particularly for the poor and near-poor households, the poverty line of the province shall be followed. Subjects of application are preschool children, students studying at public preschools and general education institutions; students at continuing education centers and other training institutions applying general education programs; public preschools and general education institutions; continuing education and other training institutions; relevant agencies, units and individuals.

Regulations on the minimum residential area for permanent residence registration

According to the Proposal stipulating the minimum housing area to be entitled to permanent residence at a lawful accommodation by renting, borrowing or staying over in Binh Duong province, the minimum area is 8m2/person. Subjects of application are Vietnamese citizens living in the province who wish to register for permanent residence at lawful residence places by renting, borrowing or staying over; owners of lawful accommodation whose houses are rented, borrowed or stayed for; agencies, organizations and individuals related to the registration of permanent residence at lawful accommodation by renting, borrowing or staying over.

This is to create a legal foundation for state management agencies in charge of residence to effectively perform their assigned functions and tasks; ensure the lawful rights and interests of citizens, create maximum favorable conditions for people, especially workers, freelancers, low-income people, who have not yet had stable houses, to register for permanent residence in the province.

Support for voluntary social insurance and health insurance premiums

At the meeting session, a proposal was presented on a policy to support voluntary social insurance premiums and health insurance premiums for some people groups in Binh Duong province, in 2023-2025.

Accordingly, voluntary social insurance participants are supported with a percentage of the monthly voluntary social insurance premium payment according to the province's multidimensional poverty standard, with an additional 30% support for poor households and 25% near-poor households.

To support 100% health insurance premium payment for elderly people from 70 to 79 years old permanently/temporarily residing in Binh Duong province and living in zone-one commune according to the Government's regulations; for employees, who have expired unemployment benefits for more than 3 months have not re-joined health insurance, until they have new jobs and participate in compulsory social insurance, the maximum support period is 12 months; people of households escaping from poverty within 2 years from the issuance date of decisions on poverty escape recognition; people suffering from serious diseases as prescribed by the Government; ethnic minorities permanently/temporarily residing in Binh Duong province, living in zone-one communes according to the Government's regulations.

Support an additional 20% of the health insurance premium for students studying in zone-one communes according to the Government's regulations, and students having difficult circumstances in Binh Duong. 

Also at the meeting, the Provincial People's Committee submitted other proposals to the Provincial People's Council, such as proposal on food support for Commander, Deputy Commander of Military Commands of communes, wards and townships; proposal stipulates the number and support level for volunteers to guide and assist people and businesses in carrying out administrative procedures and online public services; proposal stipulates the expenditure level to implement business supporting program to improve productivity and quality of products and goods in 2021-2030; proposal on public investment plan 2023 with local budget capital; proposal on provincial State budget revenue estimates; revenue, expenditure and budget allocation of the province in 2023; proposal stipulates the decentralization of revenue sources, spending tasks, distribution percentage of revenues between budgets at all levels 2023-2025...
