Enhancing the information technology application in government agencies

Promoting the application of information technology (IT) into operations of governmental bodies, developing e-government in order to improve the operational efficiency of agencies, to serve citizens and businesses, is an important task. Thanks to the leadership, direction of provincial Party, People's Committee, efforts of information and communication managing agencies, the IT application in government agencies of Binh Duong province has achieved many positive results.

Contributing to administrative procedure reform

According to the Ministry of Information – Communication in 2013, Binh Duong was ranked 13 in the IT application, IT infrastructure was ranked 12 among provinces and cities nationwide. To achieve these results, in the 2011-2015, the province invested strongly in IT infrastructure; specialized database network was 100% connected to provincial administrative agencies, People's Committees of districts, towns, city and communes; 90% of provincial administrative bodies and district People's Committees had their own official website. By the end of July 2015, total number of granted electronic mailboxes was 5,059.

During the application process, provincial agencies implemented many projects to improve the effectiveness of administrative procedure reform (APR), renew working style. Namely, Department of Home Affairs put new management software into use in public servant recruitment contest held in July 2015 at the Informatics, English multiple-choice tests; provincial Public Security equipped hardware, software to enter population data for the “Building Binh Duong provincial population database” project…

According to Lai Xuan Thanh, Director of Information and Communication Department, the IT application has contributed to changing working style of public servants; enhancing APR, effectiveness of the direction and administration of provincial leadership, capabilities of serving people, businesses, boosting provincial socio-economic development.

Turning towards the e-government in 2020

In the 2015-2020 tenure, the application of IT in government agencies is defined as a critical task. Based on the developing e-government platform, assigned objectives and tasks, efforts of authorities, Binh Duong province will continue to promote IT applications and turn towards a totally e-government in 2020

To accomplish this goal, the IT human resource training plays a very important role. Therefore, Department of Information and Communication has organized IT training courses for agencies with various contents, in many localities; gave courses of information security for leaders, managers...

Lai Xuan Thanh said, Department of Information and Communications has focused on ensuring information security. Information security measures of all IT projects have been evaluated carefully; the department also implemented the Public administration reform program in the 2011-2020 combined with constructing the e-government and providing online public services in many fields to ensure expansive, practical and effective IT applications.

To develop and apply IT in the province, the draft Political Report of the 9^th Provincial Party Executive Committee submitted to the 10^th Provincial Party Congress (2015-2020 tenure) stated clearly missions and solutions: “Implementing effectively Resolution 36-NQ/TW dated July 1^st 2014 on “Promoting IT applications to meet the requirements of sustainable development and international integration”, combining contents of IT development with socio-economic development and state management projects, considering it as a driving force for economic growth".
