Ensuring sustainable development and equitable growth

Afternoon Oct 27^th, the 10^th Binh Duong Provincial Party Congress (2015-2020 tenure) approved the 10^th Provincial Party Resolution of the 2015-2020 tenure. The Congress urged all Party members and people strata in the province to continue to promote the traditions of the Party, to unite and overcome difficulties, uphold the spirit of initiative, creativity, enhance patriotic emulation movements, determine to successfully complete objectives and tasks set out by the 10^th Provincial Party Resolution.

Evaluating the implementation results of the 9^th Provincial Party Resolution of the 2010- 2015 tenure, the Congress asserted, provincial economy maintained high growth rates, 5-year’s average GDP increased 13%. The economic structure shifted properly towards industry-service-agriculture corresponding to 60% - 37.3% - 2.7% (Resolution was 59% - 38% - 3%). Per capita GDP exceeded target and is expected to reach VND72.3 million/person by the end of 2015 (Resolution was 63.2 million/person). Technical infrastructure was invested towards modernization. Investment attraction surpassed targets. Cultural – social field also gained progresses, social security was guaranteed, material and spirit life of the people was improved. Defense and security was secured, facilitating socio-economic development. Political system construction, consolidation work gained good results, governmental bodies, Fatherland Front Committees, social political organizations bettered capabilities and effectiveness.

Studying and following the moral example of Ho Chi Minh continued to be promoted tied to the implementation of the Central Resolution 4 (term 11) “"Some urgent issues in Party building” gained important initial results. Foreign affairs made advancement, enhancing the image and status of Binh Duong province.

Learning from experiences, some issues during the implementation of Party Resolution were: Provincial Party Standing Committee, Executive Committee united to implement creatively, flexibly Party’s guidelines and State’s laws to concretize mechanisms in accordance with actual local situation; mobilized the synergy of the whole political system and social strata. Persisting in innovation to build up Binh Duong as a city directly under the Central before 2020. Completing and utilizing effectively socio-economic infrastructure, accelerating the process of industrialization and urbanization in the direction of synchronization and civilization. Improving the quality of planning, forecast accompanied by drastic, realistic direction; enhancing external relations, consolidating the province’s image to attract investment; paying attention to the interests of enterprises, reforming administrative procedures. Focusing on improving people's intellectual standard, fostering and training human resources to satisfy requirements of industrialization, modernization.

Party construction works must be pure and strong; performing well social security policies, mobilizing more resources to take care of the people, reducing poverty, creating jobs, achieving high consensus in society. Party members, especially strategic cadres, key personnel are active, enthusiastic, creative, responsible.

The overall objective in the next 5 years is: “Focusing highly on improving the economic growth quality increasing economic scale, ensuring sustainable development; accelerating economic restructuring towards service - industrial development integrated with urbanization, urban agriculture combined with high biotechnology and biotechnological transfer; solving social problems; improving the people’s material, cultural and spiritual life; securing political security, social order and safety; building Binh Duong as a civilized, modern city directly under the Central before 2020.

Based on the overall goal, in five years (2016-2020), Provincial Party will continue to carry out some breakthrough programs: Developing high-quality services with high level of intelligence, technology and added value integrated with industrial, urban development towards civilization, modernization; mobilizing all economic resources to enhance provincial infrastructure; building new urban areas combined with upgrading, renovating TDM City and satellite towns of Thuan An, Di An, Ben Cat and Tan Uyen; improving the quality of human resources to meet development requirements of the province in the new period.
