Enterprises proactive to resume production with safety ensured

As soon as the Covid-19 pandemic is under control and the province has returned to the "new normal" state, enterprises have mapped out many plans to maintain the supply chain, resume production, drastically carrying out their growth targets in the face of difficulties and challenges.

Wanting to have specific instructions

Nguyen Van, ADIDAS Group’s Deputy Head in charge of supply in Southeast Asia said that enterprises haved share difficulties with Vietnam in general and Binh Duong in particular before the impacts of Covid-19 pandemic. She also thanked provincial leaders for supporting enterprises in Covid-19 prevention and control and vaccination for workers. However, according to Mrs. Van, the pandemic has disrupted the supply chain and the "3 on-site" model is not suitable for labor-intensive industries. Hence, the province needs to gradually open up for enterprises to resume operations on the basis of strictly implementing Covid-19 prevention and control measures.

Province-based Textile and Garment Association, Leather, Footwear - Handbag Association, and Wood Processing Association also want to have unification on national management over Covid-19 prevention and control documents as well as production resumption and traffic participatition activities; Covid-19 prevention and control at production sites and in residential areas; Covid-19 prevention and control with transportation; medical isolation; medical tests; payment for testing and treatment cost; economic recovery support …

A representative of provincial Textile and Apparel Association said that since early July, many textile and garment factories have had to suspend production because they could not meet requirements of the "3 on-site" or "1 road, 2 locations" production models. Textile and garment enterprises are facing many difficulties and want to have instructions for reopening in the "new normal" state so that they can resume production and complete signed orders.

Eliseo, General Director of Tetra Pak Binh Duong Company in the VSIP II shared that when the 4th wave of Covid-19 pandemic broke out in the province, Tetra Pak Binh Duong was one of the province’s first factories to activate its “3 on-site” production model to protect employees and maintain production. “I am very happy that up to now, all factory employees are healthy and safe. However, although well performing the "3 on-site" production model, the company wants to have specific instructions from authorities at all levels to return to the "new normal" state for production development, said Mr. Eliseo.

Drastically ensuring production safety

Talking to reporters, Phan The Hai, Director of Trieu Phu Loc Co.Ltd. in North Tan Uyen district’s Tan Lap commune said that when organizing the "3 green" model, the company has hired a security team in collaboration with its anti-Covid-19 groups’leaders who are heads of the production lines to supervise workers’ daily activities at each lodging facility. The company’s production is also arranged in each worker group at the same lodging facility for easy control in the case of having F0 cases.

“…In fact, when converting to the "3 green" model, the company has saved 70% of costs compared to the "3 on-site" model. However, the most important thing is that workers have a stable mentality when they return to their families and community so their productivity is also more stable," said Mr. Hai.

Meanwhile, Le Hoai Nam, General Director of KSB Industrial Development Co.Ltd. in North Tan Uyen district said that provincial Industrial Parks’ Management Board has coordinated with enterprises and connected with localities to create conditions for enterprises to well organize production transformation plans under to the "3-green" model in order to reduce costs for businesses and psychological pressure for workers after a long time of implementing the "3 on-site" production model. Based on actual conditions, enterprises will set up a closed process to ensure safety for production.

Mai Hung Dung, member of provincial Party Standing Committee, Pernament Vice-Chairman of provincial People's Committee have spoken highly of many plans on production recovery from enterprises while saying that the province has issued a plan on gradual socio-economic recovery after returning to the "new normal" state. The province will also continue discussing with enterprises about resumption plans, helping them remove difficulties, thereby creating the most favorable investment climate for them to develop. However, resuming production must ensure safe requirements for Covid-19 prevention and control. The province has asked for provincial Industrial Parks’ Management Board, Department of Industry and Trade, health sector,  functional sectors and localities to quickly evaluate enterprises’ plans on production resumption for necessary suggestions so that they can organize safe production in the new context.

Mr. Dung affirmed that in the current situation, there will not be a common model for all production activities of enterprises. All the enterprises need to be proactive to propose specific production plans to localities and functional sectors for coordination in checking and controlling them. The inspection process must be carried out carefully to control the pandemic well in parallel with production recovery and economic development. Enterprises need to proactively map out the most optimal and suitable solutions to gradually recover production and ensure safety for Covid-19 prevention-control in the current conditions.

*Bui Minh Tri, Head of provincial Industrial Parks’Management Board: After the province has returned to the "new normal" state, hundreds of enterprises have prepared for production resumption. However, the first phase of "3 on-site" operation with the lack of safe input control made many factories have to stop production, due to the generation of F0 cases. Therefore, enterprises that want to resume production need to improve measures against the pandemic and ensure "3 green" factories.

*Nguyen Truong Thi, Deputy Director of provincial Department of Industry and Trade: Enterprises that resume operations in the "new normal" state must be green ones, no longer have F0 cases, are no longer under lockdown with F1 cases that must be isolated. Enterprises that want to resume operations must conduct screening to ensure Covid-19 safety absolutely; monitor, supervise and conduct testing with 100% of participating workers in the “green zone”. In the coming time, the department will coordinate with localities and functional sectors to check enterprises’ production plans. Enterprises are only allowed to resume operations when they have set up production plans approved by provincial Department of Industry and Trade.

*Senior Lieutenant Colonel Nguyen Thanh Diep, Deputy Director of provincial Police Agency: Provincial Police Agency has directed traffic police forces, units and localities to strengthen inspection and control of people and vehicles entering and leaving the province. The inspection has been conducted flexibly, quickly and accurately, avoiding traffic jams, creating favorable conditions for goods circulation.
