Enterprises seriously implement labor laws

In order to create a legal corridor for laborers, all sectors and levels in the province have actively propagandized and encouraged employers to strictly observe labor laws. However, this task still faced some difficulties and challenges ralated to self-consciousness of enterprises, the limited knowledge of employees, the thin network of staff...

 

Vietnam Esquel Garment Manufacturing Comapny strictly implement labor laws, thus employees work enthusiastically. 

From an exemplary organization

Vietnam Esquel Garment Manufacturing Comapny is a 100% foreign-owned enterprise, which has more than 5,000 workers. Since its foundation, the company has strictly implemented labor laws. Specifically, the company Trade Union advised Directors Board to develop internal labor regulations, collective bargaining agreements, wage regulations, wage scales, grassroots democracy regulations at work, regulations on periodic dialogues at the workplace, regulations on employee meetings in the company, the collaborationfor activities to care for material and spiritual life of employees. At present, the monthly average income of employees in the company is from VND5 to 10 million/person. Most employees in the company joined social insurance, health insurance, unemployment insurance.

Especially, in the process of building democratic regulations at the grassroots, Trade Union Executive Board promoted the right to know and discuss the rights and obligations related to employees. Vuong Thi Not, a finished product’s worker, said: "We are very satisfied with trade union works in developing the democratic regime in the factory. Fromfeedbacks of workers at  periodic meetings, Directors Board solved many difficulties of employees in the production process such as: Improving the working environment, improving the quality of mid-shift meal, salary and bonus increase for workers".

One of the contents that many local trade unions have not yet done is to announce the profitability to the whole labor force. However, this content was well done by Trade Union of Esquel Garment Manufacturing, because it is the key to collective bargaining, social welfare and the premise of building a harmonious labor relationship. Phan Khac Thanh, Trade Union Chairman of Esquel Garment Manufacturing Vietnam Company, said: "The company always abide by rules and regulations in the implementation of policies related to employees to ensure a harmonious and sustainable relationship. In the coming time, the company will classify, apply policies for workers in heavy, hazardous and dangerous work groups and pay more attention to the establishment of Party organizations within thecompany."

There are still many challenges

In recent years, the implementation of labor lawsat enterprises has contributed to facilitating the socio-economic development of the province. Branches and sectors in the province established 57 inspection teams to examine 418 enterprises. After the inspection, most enterprises fully performed the provisions of labor law, such as: Signing labor contracts; working time, rest time; registration of labor regulations; Signing collective labor agreement, carrying out procedures for issuing work permits for foreign laborers, Trade Union wage scales and payrolls...

In addition, labor safety and health was more and more cared, the placement of staff in charge of labor safety, medical staff, equipment testing staff was strictly carried out. Many companies also provided periodical health checks for employees, posted guidance tables for occupational safety and hygiene at the factory. However, there were some enterprises, especially private enterprises, that still had many limitations in the implementation of labor laws, due to the awareness of enterprise and limited knowledge of laborers. Through inspection, many enterprises were sanctioned for administrative violations.

Truong Thi Bich Hanh, Chairwoman of provincial LaborConfederation, said: "For a stable labor relationship, all-level Trade Union in the province enhanced propaganda and dissemination of labor lawsamong union officials and laborers. However, the network of grassroots trade unions, especially in enterprises,was too thin, staff’s professional qualifications were limited, less time to study, improve knowledge, propaganda and communication of some grassroots trade unions were not really good, so unionswere not brave enough to protect rights and interests of employees according to regulations. A small number of enterprises still delayed the establishment oftrade union. "
