As the number of Covid-19 infections continuously increases in Bac Giang and Bac Ninh provinces and especially in Bac Giang, an additional 300 workers have been infected with Covid-19 in industrial parks, Binh Duong provincial authority has raised the warning level for disease prevention and control at enterprises. Previously, Binh Duong provincial authority has also advocated for employees to make daily medical declarations. If employees do not declare health, they will not be allowed to enter the workplace.

Warning level up against risks of epidemic outbreaks
Binh Duong is a province with many industrial parks and a large number of workers. Facing the situation in Bac Giang province, which has recorded more than 300 workers infected with Covid-19 in the industrial park, Binh Duong has stepped up measures, enhanced inspection and supervision at enterprises.
We had the opportunity to follow the inspection and supervision team of the provincial Steering Committee for Covid-19 prevention to inspect and supervise at industrial parks and enterprises in the province. Through the actual inspection at My Phuoc Industrial Park, Nam Tan Uyen Industrial Park, Chinlin Company Limited (in Ben Cat town), TNI - King Coffee One Member Company Limited (in Tan Uyen town), the delegation noted that businesses have all deployed positive measures such as body temperature monitoring, required mask-wearing for employees, customers, and staff, hand sanitizer solution, no crowding, and Bluezone application installation. It is especial that enterprises have guided their employees and customers to make daily medical declarations while they strengthen propaganda and mobilize employees to participate in monitoring and detecting people from other localities, especially from epidemic areas coming to work at their places.
Dr. Nguyen Hong Chuong, Director of the provincial Department of Health, said that through inspection at a number of businesses in the area, the majority of enterprises have closely coordinated with the locality, the health sector and the police in declaring their specialists. Families and workers from epidemic areas coming to Binh Duong have been for medical isolation according to the regulations. Most large enterprises and companies located in industrial zones have performed well the mask wearing, hand washing hands and disinfecting to prevent Covid-19. The Department of Labor, Invalids and Social Affairs, the Department of Industry and Trade, the provincial Trade Union and related sectors have implemented activities to support and remove difficulties for businesses and some people affected by the Covid-19 epidemic.
However, to promote epidemic prevention and control in industrial zones, the health sector recommends that branches and localities in the province continue to strengthen monitoring and detecting high-risk subjects returning from epidemic areas throughout the nation; to coordinate with units to strictly manage foreign experts on entries, especially experts on illegal entries; and to consolidate the Covid-19 prevention and control plan at companies and enterprises. The sector also requires companies and businesses to strictly comply with regulations on Covid-19 prevention and control according to the guidance of Ministry of Health at workplaces and dormitories for employees. The sector also purchased 10,000 test kits to deploy a large-scale screening test of at-risk subjects.
Absolute shutdown against enterprises failing to ensure epidemic prevention and control
As noted by us, in the past few days, the provincial Industrial Parks Management Board has coordinated with the Department of Labor, Invalids and Social Affairs, sectors and localities to step up inspection and supervision of epidemic prevention and control at companies and enterprises. Mr. Nguyen Thanh Trung, Deputy Head of the Management Board, said that the department has coordinated with the Department of Health to develop a Covid-19 prevention plan in industrial parks. Accordingly, the board has determined the specific goals and tasks of each unit such as management boards, investors of industrial parks and enterprises in industrial zones in Covid-19 prevention and control.
“The provincial Industrial Parks Management Board has promptly sent a document requesting the investors and enterprises in the industrial parks to implement the regulations, guidelines and recommendations on Covid-19 prevention and control of the government, the Ministry of Health, the People's Committees of provinces, National Steering Committees and Steering Committees at all levels on Covid-19 prevention and control. In particular, the board thoroughly understands and requires enterprises to absolutely neither be subjective, negligent nor lose their vigilance in epidemic prevention and control; to promote propaganda for all employees, including foreign workers to raise their sense of vigilance and self-protection against the risk of epidemic; to strictly implement anti-disease measures to protect themselves, businesses and the community," said Trung.
Previously, in order to take the initiative in epidemic prevention and control in industrial parks, the provincial People's Committee issued many documents, resolutely dealing with organizations, individuals and businesses that fail to implement the measures. Mr. Nguyen Loc Ha, Standing Member of the provincial Party Committee cum Deputy Chairman of the provincial People's Committee, said that the province assigned the Industrial Parks Management Boards, Chairmen of People's Committees of districts, towns and cities to urgently direct industrial parks, units and enterprises under the management area to quickly develop plans, measures and scenarios to respond to each epidemic situation, to specifically and firmly grasp the cases of F0, F1, F2, F3 according to each transition level from low to high to extend effective solutions to prevent, localize and stamp out the epidemic.
The provincial People's Committee also requires industries and localities to require industrial park workers to make daily medical declarations. Industrial park managers and business leaders are responsible for implementing prevention measures within the scope of their management; to promptly correct and overcome inadequacies, loopholes and violations, especially about not wearing masks and gathering in large numbers. Enterprises do not allow people without medical declaration to work and must strictly handle violations and publicize them on local mass media.
