FIA Deputy Nguyen Xuan Trung calls for FDI focus on human resources

Recruitment in Vietnam is currently a trouble for not only domestic but also foreign enterprises. By the beginning of 2010, Vietnam concentrates on attracting Foreign Direct Investment (FDI) into vocational training to satisfy the demands for labor to modern industries. Foreign Investment Agency (FIA) Deputy Nguyen Xuan Trung responded to journalists.

 

 

In 2010, Vietnam will focus on FDI for human resource training

 

- Why have we been unable to attract FDI for education and human training?

 

- In my opinion, the promotion was not strong enough. Actually, the mentioned fields are not yet interesting to foreign investors while we have too much adjustments of education and training having ‘foreign factors’ ruled by Decree No. 06/200/ND-CP or establishment of foreigner’s non-profit education and training institution Decree No. 18/2001/ND-CP. Those regulations are complex in categorizing areas and scales of education institutions supported by FDI.

Besides, Decree No. 06 implemented since 2000 pursuant to Foreign Investment Law has been replaced by general Investment Law for both domestic and foreign investment. Decree No. 108/2006/ND-CP including implementation guidelines to Investment Law is so strict for invesment certificate granting in localities, changing the investment procedures.

 

- In the time to come, what can we do to resolve such limits on FDI attracting?

 

- After 10 years of implementation of the said documents, we figured out that they are no longer suitable. Therefore, Ministry of Planning and Investment has coordinated with ministries and agencies to amend Decree No.06 to offer favorable conditions to foreign investors to fields of science researches and training. Land use, for example, will be favorable in terms of tax rate, enterprise income tax, and individual income tax. All of our current seminars are for the same objectives including vocational training to reach 1.4 to 1.6 laborers a year to satisfy the needs from enterprises for better investment and more competitive products.

 

- So, as far as human training is concerned, labor is prioritized?

 

- We have only 10 years to 2020 when Vietnam is expected to become a nation with average income per capita in the world. Therefore, we should prioritize our human resources that can be clearly stated and oriented in business with foreign and local investors.

 

Ministries and agencies are boosting up general plan to offer 40% of trained labor force by 2010.

Some 10 million laborers are working for foreign and domestic enterprises while only 1.6 million laborers are working for FDI enterprises. Ministry of Labor, Invalids, and Social Affairs have taken this into consideration and concluded that great efforts will be made to reduce this gap by 2012.
