“The results achieved in the last half tenure are the inheritance and promotion of achievements of many previous tenures, created from a process of persistent and continuous efforts from many generations of leaders, the entire political system, business community and people in the province. This result is very important, serving as the foundation and motivation for us to continue successfully implementing the goals and tasks of 2023 and the entire tenure of 2020-2025...". Comrade Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation, made the statement at the conference preminarily reviewing the implemention of the Resolution of the 11th provincial Party Congress in the mid-term of 2020-2025.

25 out of 31 targets meeting and exceeding the plan

Looking back at nearly 3 years of implementing the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure, Secretary of provincial Party Committee said that since the beginning of the tenure, the difficult situation has exceeded forecasts. Espencially, the Covid-19 pandemic negatively impacted all aspects of social life; seriously affecting production, business and people's jobs, health and lives.

In that context, the entire political system, business community and people from all strata in the province highly upheld the spirit of solidarity, creativity and flexibility to respond and overcome difficulties to implement and achieve quite comprehensive results in all fields. Espencially, the province basically fulfilled its goals and tasks: Focusing on pandemic prevention, control and control while promoting socio-economic recovery and development.

To date, 25 out 31 targets for the 2020-2025 tenure have been achieved, meeting or exceeding the plan. Notably, the province’s economy has been recovered and continued growing. Despite achieving a lower growth rate compared to the same period, the province’s economy has maintained a positive growth rate. The economic structure has been shifted in the right direction. The average income per capita has reached over VND 170 million per year. The province’s total State budget revenue since early this tenure has reached about VND 240 trillion. The province’s industrial production index has maintained growth, with the annual average increase of 6.1% in the 2020-2023 period. The province’s total investment capital for social development has increaseed by 8.3% per year. The investment environment has continued being improved, attracting about VND250 trillion in domestic investment capital and US$9.56 billion in FDI capital, especially absorbed a number of large corporations, with smart, modern and ecological production technology, project scale of over US$ 1 billion.

The province’s national defense and security have been maintained to create a favorable environment for socio-economic development. The province's work on foreign affairs has continued reaping many important achievements, making the local prestige and position being enhanced domestically and in the international arena. The work of building the Party and the political system has achieved many positive results...

Greater efforts

Identifying the difficulties and challenges affecting the province's development process in the coming time, Secretary of provincial Party Committee emphasized a number of major orientations for the rest of of the tenure, including further leading and directing the implementation of tasks to ensure the local stable and sustainable economic growth, the local shift of economic structure in the right direction, gradually increasing the proportion of services; focusing resources to rejuvenate old urban areas and develop the new ones in accordance with the local integrated planning, closely linked to the implementation of ICF criteria for smart urban development; urgently relocating provincial-level agencies and units to the new city to renovate and embellish Thu Dau Mot city; rebuilding Thuan An and Di An into worth-living gateway urban areas.

In addition, the province will focus on investing in the development of socio-economic and technical infrastructure to create motivation and space for development in the next period; be determined to carry out projects on schedule. Particularly, the province will complete the Northern Tan Uyen - Phu Giao - Bau Bang arterial road by the end of 2023; fulfill a project on upgrading National Highway 13 by April 30, 2024; complete the belt road 3 with the section through the province in October 2025; simultaneously begin construction for the belt 4 expressway project, An Tay port, Ho Chi Minh City - Chon Thanh expressway and Saigon riverside road from Thu Dau Mot to Thuan An connecting with Ho Chi Minh city in early 2024,...

The province will also increase adequate investment in the fields of culture, education - training, healthcare, ensuring social welfare and training human resources at development requirements; balance between economic and cultural and social development, ensuring that all people enjoy the fastest and most complete benefits from the local development achievements; take good care of policy beneficiaries and disadvantaged people...

In addition, the province will concentrate on building the Party, building a pure and strong political system; attach special importance to political ideological work and leaders’responsibility setting examples; resolutely prevent, push back and strictly handle cadres and Party members who have degraded in political ideology, ethics and lifestyle, showed signs of "self-evolution" and "self-transformation", in association with studying and following late President Ho Chi Minh's ideology, morality and lifestyle.

“With the results and achievements done and experience accumulated and drawn since early this tenure, we believe and earnestly hope that after this conference, with new confidence, new spirit, new motivation, the entire political system, business community and people of the province will further unite and strive with greater efforts; be more dynamic and creative to seize all opportunities and advantages; steadfastly surmount all difficulties, challenges; successfully complete the goals and tasks set for the entire tenure, contributing to building Binh Duong with sustainable development, becoming a civilized, modern, smart, and worth-living city...”, comrade Nguyen Van Loi emphasized.

I would like to emphasize one more issue that is particularly important to overcome current limitations, which is that we must deeply grasp and operate more smoothly and effectively the leadership method of the Party Committee towards the government to ensure the principle of "The Party does not make excuses to do things for us, but also does not relax leadership and management"... In the current conditions, the Party Committee must regularly pay attention to leading, directing, inspecting and supervising the removal of enterprises’difficulties, site clearance, investment implementation of key projects, State budget collection, disbursement of public investment capital and other important political tasks of units and localities to be determined to complete the set goals and tasks...".
