Flexible solutions implemented to maintain manufacture, sustain "green zones" of enterprises

The fourth Covid wave is spreading throughout many provinces and cities, and has forced many localities to implement social distancing order under Directive 16 of the Prime Minister. For nearly a month, many enterprises have actively maintained production and want more specific guidance to protect safe "green areas" in enterprises.

To solve difficulties

Ly Ngoc Minh, General Director of Minh Long I Ceramics Company, said that due to the surging pandemic, the company had organized manufacture accordign to the "three-on-spot" plan for nearly 1 month. Up to now, the safety of the production area has been well assured by the company with 1,100 officials and workers. With a comprehensive investment in factories, production technology, and a closed living space, the company has actively implemented the pandemic prevention and controll, maintained production and export, and at the same time ensured good regimes and benefits for employees. Ly Ngoc Minh expressed his desire to have more specific guidance from the authorities to organize a safe production model after the "three-on-site" plan.

With the same point of view, Tran Thanh Trong, Vice Chairman of Binh Duong Business Federation, said that the application of the "three-on-site" plan is necessary to establish "green areas", maintain production activities, not to break down the supply chains of goods. However, in the coming time, businesses need to have more specific guidance to organize safe production. Moreover, the current cost to maintain "three-on-site" is too high, companies have to set up material facilities, take care of meals and periodically Covid-19 tests for employees. This is a significant burden for many businesses while business efficiency is limited.

Tran Thanh Trong also said that taxes and fees are a burden for businesses in the context of worsening pandemic. Enterprises expect the Government to minimize taxes and fees and allow businesses to operate based on scenarios according to each level of disease safety instead of applying a common model to all. Nguyen Phuc, Vice Chairman of Binh Duong Furniture Association, said that in order to avoid supply chain disruption, the control of vehicles on roads needs to have specific principles and coordination between localities, application of advanced IT to minimize the number of vehicles, the time to stop. The principle is the thoroughness, vehicles come out of epidemic zones, are checked at starting point, data entered into the system so that other checkpoints do not have to check anymore. The state needs to expand traffic permits and tighten the health procedures of drivers. Enterprises and business associations also proposed the Government to accelerate the allocation of vaccines to production areas in Binh Duong in order to bring production back to a new normal.

In the recent meeting on socio-economic situation assessment with ministries, branches and localities, Prime Minister Pham Minh Chinh affirmed that the highest goal is not to let the health crisis happen, consider people's health and human lives the first of all, and at the same time ensure socio-economic stability. Accordingly, ministries and branches are required to urgently offer solutions to help businesses overcome difficulties, connect consumption and freight transport. The Prime Minister also asked localities to accelerate the implementation of support policies issued; implement flexible measures to prevent and control the coronavirus, create favorable conditions for businesses to stabilize and maintain production and business activities.

Vo Van Minh, Deputy Secretary of Binh Duong Provincial Party Committee, Chairman of Provincial People's Committee, affirmed that Binh Duong is making efforts to continue supporting enterprises to produce safely under the "three-on-spot" plan; determines to maintain and protect "green zones" of north areas, including Dau Tieng, Phu Giao, North Tan Uyen, Bau Bang and Ben Cat districts, to stabilize the situation soon, and at the same time as a solid base and buffer zone for epidemic attacks. Four areas in the south are focusing on zoning, rapid testing, early isolation, narrowing the scope of the disease, stamping out pandemic as quickly as possible to soon controlling the situation, "greening" the whole area. Provincial leaders also proposed the Government and the Ministry of Health soon allocating vaccines and create favorable conditions for Binh Duong to connect with suppliers and buy vaccines, meeting people demand of the province.
