Focusing on building standard political school

Under the Regulation No. 11-QD/TW dated May 19, 2021 of the Secretariat of the Party Central Committee on the Standard Political School, provincial Political School has focused on building a contingent of cadres and civil servants; attached special importance to scientific research activities, practical review and construction of material facilities, technical and financial means at the requirements in the new situation.

Shortcomings raised

Provincial Political School is a non-business unit under provincial Party Committee. The school's organizational structure includes leaders and 5 departments, faculties with 35 staff.

Over the past time, the school paid more attention to training and fostering professional skills and political education for its staff. The school’s staff were sent to training courses with many different majors to ensure their standards of employment positions and titles. During the process of construction and development, the school’s staff have always ensured the balance, inheriting both age and professional qualifications to well meet the training, scientific research, practical review and consulting work for provincial Party Committee.

In the task of training, scientific research and practical review between 2016 and 2022, on average, the school has trained about 1,500 learners every year. Although there were not many results, scientific research and practical review activities have been gradually focused with the organization of highly practical seminars and talk shows.

Thai Tran Quoc Bao, Vice-Principal of provincial Political School assessed that over the past years, with the attention and direction of provincial Party Standing Committee, the operation of provincial Politic School had many positive changes, contributing to better meeting the requirements of improving training for provincial cadres in the current period. However, in comparison with the general development requirements of the province, the school’s work of building a contingent of cadres and civil servants, scientific research, practical review activities and construction of material facilities, technical and financial means have still had shortcomings for change. The school’s material facilities, technicality and finance, staff and lecturers; training contents and scientific research activities have not really met the general development requirements of the province.

Solutions to build a standard political school

According to Mr. Bao, in order to truly be the center for training and fostering provincial cadres while being an agency for scientific research, practical review, teaching, research, consultancy on socio-economic development, building the local political system more strongly under the Regulation No.11-QD/TW dated May 19, 2021 of the Secretariat of the Party Central Committee, provincial Politics School is setting up a project on standard politic school construction while determining that this is a necessary and urgent requirement today.

On the basis of identifying shortcomings, provincial Political School has set out development tasks and solutions to build a standard political school. The first thing is to strengthen the leadership and direction of provincial Party Standing Committee in thoroughly grasping and concretizing the views, goals, tasks and solutions for the implementation of the project on building a standard political school in accordance with the Regulation 11-QD. /TW of the Secretariat of the Party Central Committee. Provincial Party Committee’s Party building commissions, relevant agencies and units should have close coordination with the school and actively support it to soon meet the conditions of a standard political school in the coming time while upholding on-site resources, improving its operational efficiency, developing a contingent of officials and civil servants at requirements.

The school will also be proactive to uphold resources, gradually improving its operational efficiency. On the basis of the existing staff, the school will continue consolidating and building a contingent of qualified officials and civil servants, better meeting requirements of training in each period. The school will also build a mechanism to encourage and create conditions for officials and civil servants to gradually improve their professional, political qualifications...

In addition, the school will improve the quality and effectiveness of training, scientific research and practical review. The school will actively cooperate with departments, sectors in and out of the province, and local Party Committees at all levels to advise provincial Party Standing Committee on training and scientific research in association with performing duties, action plans and projects of provincial Party Committee; coordinate with Ho Chi Minh National Academy of Politics to concretize training programs in the direction of being close to socio-economic development requirements in line with the capacity of officials and civil servants in the local political system.

On the basis of researching, closely following key programs and breakthroughs in socio-economic development, Party building and political system of the province, the school has registered tasks on scientific research, practical review at all levels and received funds for annual scientific research; reported provincial Party Committee and related agencies on the results of scientific research, practical review, scientific seminars at all levels.

In comparison with criteria of the standard political school under the Regulation 11-QD/TW of the Secretariat of the Party Central Committee, provincial Political School currently has 15 out of 31 standard criteria at level 1, accounting for 48.4%; 12/34 standard criteria  at level 2, accounting for 35.3%.
