For sustainable developing industrial zones in Binh Duong province

  dustrial development attracts more labor force and causes more pressures of social problems in general.The concept of “sustainable development” officially appeared in year 1987’s Report of the World Commission on Environment and Development (WCED) named “Our Common Future” that reads “…development sustainable to ensure that it meets the needs of the present without compromising the ability of future generations to meet their own needs.” The following article aims at evaluation of actual state of and proposal of measures for sustainable development in Binh Duong province’s current industrial parks.

 

Development of industrial parks in the province has prompted strong transition of labor forces, especially from other provinces to Binh Duong, creating certain pressures caused by in terms of social problems as hot urbanization, housing, school, hospital social security, and social evils. However, available experience and advantages are helpful for Binh Duong to resolve problems and become an example in the spot light.

Environment protection is worth caring for because pollution is direct threat to sustainable development of economy and society, deciding existence and development of generations. Resolving environmental issues in industrial parks in Binh Duong is urgent tasks for management levels, enterprises, and each laborer. And thus, environment criteria have become vital in approval of investment project.

 

Challenges, however, are plentiful for sustainable development in industrial parks. This will require some basic measures including better planning for network of industrial parks. The planning should be suitable to socio-economic development in direction of investment extension and integration of sector investment and regional investment. Allocation of industries should be taken into consideration of main groups of products suitable with residential characteristics, forces, and environment protection requirements. The organizational model should be transformed from multi-sectional or resource-exploiting industrial parks to highly specialized manufacturing, processing, and servicing within clean technology orientation and factors of socio-economic infrastructure in the environment. Provincial authority and enterprises need stronger policies to attract skillful laborers to meet the demands of enterprises in industrial parks. Policies for environment protection within industrial parks should promote self-control and active protection by improvements of products and technology for both benefits of environment and business and community inspection of business operation and commitment of business establishments.

 

Sustainable development, which shortens time of industrialization and modernization, of industrial parks in Binh Duong is urgently derived from comparable advantages and socio-economic development of the province. To a sustainable economy requires the development to be harmoniously integrated to three factors of economy, society, and the environment.
