Fostering sustainable development

Yesterday afternoon (May 15), provincial Department of Science and Technology (DoST), in collaboration with Thu Dau Mot University (TDMU), held the opening conference for a series of events celebrating Vietnam Science and Technology Day (May 18), the 45th anniversary of the establishment of the science and technology sector in the province from 1980–2025 and the 16th anniversary of TDMU. The event was attended by Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee; Nguyen Truong Nhat Phuong, Vice Chairwoman of provincial People's Council; Bui Minh Tri, Vice Chairman of provincial People's Committee and Tran Hai Dang, representative of the Southern Office of the Ministry of Science and Technology.

Transformation of development model promoted

In recent years, Binh Duong has transformed from an agricultural area into a pioneer of industrialization and modernization, developing into a smart city with an innovation ecosystem centered around Binh Duong New City. The province has closely integrated the "Triple Helix" model (State – Academia – Business). Numerous innovation startup support centers have been established, helping organize technology exhibitions and connect international networks. Each year, Binh Duong hosts various science forums and tech exhibitions, some of which are of global significance.

Throughout its development, Binh Duong has consistently taken the lead in standards, metrology, quality control and intellectual property. These efforts have played a crucial role in enhancing the province’s competitiveness and serving nearly 80,000 enterprises operating in the area. Thousands of research projects, applications and technology transfer initiatives have addressed social needs, many of them leading at the national level and earning prestigious awards. These vibrant scientific activities have attracted leading national, international researchers and academic institutions to Binh Duong.

Currently, in addition to a large portion of the Ho Chi Minh City National University being located in Binh Duong, the province is home to 8 universities, 7 colleges and dozens of vocational schools. Construction is also set to begin on FPT University and the FPT Technology Zone. Especially in digital transformation and smart city development, Binh Duong is regarded as a model example, combining the efforts of the government, academia, business and international partners.

Despite being in a transitional period of district-level reorganization, department mergers and provincial-level restructuring, Binh Duong continues developing a next-generation industrial ecosystem linked to science and technology, innovation and digital transformation. As a testament to these efforts, on May 9, the Deputy Prime Minister signed a decision approving the establishment of the Binh Duong Concentrated Information Technology Park. This milestone, along with plans to form science and technology parks, will serve as a new growth engine, driving Binh Duong’s transition towards a smart and sustainable development model.

Dr. Nguyen Viet Long, Director of provincial Department of Science and Technology affirmed that despite early challenges, the science and technology sector has become a key driver of innovation, technological application and competitiveness for Binh Duong.

Strong pillar for sustainable development

In a keynote presentation, Dr. Tran Quy, Director of the Vietnam Institute for Digital Economic Development noted that the Politburo's Resolution No. 57-NQ/TW dated December 22, 2024, on breakthrough development in science, technology, innovation and national digital transformation, serves as a new engine for business growth through science, innovation and digital transformation. To effectively implement the Resolution No. 57, institutional reforms are required, including digital transformation in public governance, restructuring of public investment, stronger links between research institutes, universities and businesses. High-level technological human resource development is also essential.

Speaking at the conference, Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee acknowledged significant contributions by the science and technology sector to Binh Duong’s socio-economic development. He emphasized that science and technology are a solid pillar in the province’s strategic development vision. According to Mr. Minh, these achievements reflect the tireless efforts of all parties—including departments, sectors, localities, the business community (spearheaded by Becamex IDC), academic institutions (especially TDMU) and generations of dedicated scientific and technical staff.

He further revealed that under the proposed merger of Binh Duong, Ba Ria–Vung Tau and Ho Chi Minh city, a dynamic super-urban area is expected to emerge, unlocking new development spaces and creating a major breakthrough for the region and the country. While this scenario offers many opportunities, it also poses numerous challenges, requiring bold thinking and decisive actions to innovate the development model. In this journey, science, technology, innovation and digital transformation will be the key drivers of a new era.

To realize this vision, Mr. Minh called on the science and technology sector to continue fostering deep collaboration with businesses, academia and society, promoting bold reforms and creative policymaking and effectively implementing breakthrough central resolutions, especially the Resolution No. 57-NQ/TW, Resolution No. 68-NQ/TW dated May 4, 2025, on private sector development and the Resolution No. 59-NQ/TW dated January 24, 2025, on “International Integration in the New Context”… Additionally, the sector must mobilize all resources to build a robust and meaningful innovation ecosystem, enhance regional connectivity, position businesses at the core and vigorously promote a culture of creative startup throughout the society. The province should strengthen the application of research and technology transfer in association with real needs, with a focus on high-tech and core technologies where Binh Duong has competitive advantages, generating high value-added products and services. It should also take the lead in comprehensive digital transformation programs, building a digital government, digital economy, digital society and green, sustainable environment. Special attention must be paid to developing high-quality scientific and technological human resources, alongside policies to attract and retain talents.

 

With its recent breakthrough successes, Binh Duong was honored as the Top 1 ICF (Intelligent Community Forum) in 2023. The Central Theoretical Council has also reviewed Binh Duong's development model during the national renovation process and outlined its development direction for the new era.

 

Over the past 45 years, the science and technology sector has continuously innovated and made significant contributions to the local socio-economic growth. From practical applications in production and daily life to the widespread influence of startup spirit and innovation in the business community and the impressive strides in digital transformation …all confirm that science and technology are a firm pillar in Binh Duong’s strategic development path.
