Further creating favorable conditions for people to reintegrate into local community

Early April 11, a delegation of the National Assembly Judiciary Committee, led by Nguyen Thi Thuy, Vice-Chairwoman of the Committee, had a meeting to supervise the observance of the law on reducing imprisonment term and granting conditional parole for prisoners in Binh Duong province and An Phuoc Prison under the Ministry of Public Security stationed in the province. Nguyen Thi Ngoc Xuan, Deputy Head of provincial National Assembly Deputy Delegation; Nguyen Truong Nhat Phuong, Vice- Chairwoman of provincial People's Council received the delegation.

According to a report by provincial Police Agency, Binh Duong fully implemented legal provisions on granting conditional parole and reducing imprisonment term for prisoners over the past time. As a result, the number of prisoners who were submitted to request a reduction of the imprisonment term in the province in 2020, 2021 and 2022 was 286 out of 465 prisoners, or 61.50% of total; the number of prisoners with imprisonment term reduced by the court was 279 or 97.55% of total; the number of prisoners with dossiers requesting conditional parole was 37 or 7.77% of total. The court issued decisions to release 35 prisoners ahead of the term, or 59% of total...

From 2020 to 2022, provincial People's Procuracy inspected 8,361 inmates' files to request reduction on imprisonment term. Through the inspection activities, it opportunely detected violations of the competent agencies, issued recommendations, requested them to remove from the list of many cases that did meet conditions for reducing imprisonment term...

Speaking at the meeting, Mrs. Thuy asked for the province to further pay attention to, help and create favorable conditions for those who reintegrate into the local community. Local authorities should pay more attention to this work so that those who are released from prison and return to their localities do not have inferiority complex. The province should further provide vocational training in rural areas in general and for case with community reintegration in particular; implement special support policies for officers and soldiers involved in this work.

Mrs.Thuy said that the delegation will recommend relevant ministries and agencies to promptly amend and supplement issues reflected by the delegates on reducing the term of imprisonment and granting ahead-of-term parole.
