General forces gathered to retain "blue zones"

Implementing the anti-epidemic strategy in new conditions, Binh Duong is determined to maintain the "blue zones" to join with Ho Chi Minh city to form a safety belt and expand production. The whole political system of the province have got involved with determination to mobilize all efforts to narrow the "red zones" and expand the safe "blue zones", thereby, quickly stopping the epidemic.

Narrowing the "red zones", expanding the "blue zones"

Currently, some northern localities of the province still keep safe "blue zones" including the districts of Bau Bang, Bac Tan Uyen, Dau Tieng, Phu Giao and Ben Cat town. Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, said that with the northern localities of the province being in "blue zones", the province resolutely keep the areas to prevent the Covid-19 epidemic from spreading from other areas in the South and the provinces. The provincial People's Committee also directed districts, towns and cities to strictly implement Directive 16/CT-TTg of the Prime Minister and Official Letter 3300/UBND-VX of the provincial People's Committee in a drastic and serious manner. The police and military forces must strengthen the inspection and supervision on 24/7 basis from the provincial level to the district, commune and neighborhood; resolutely not to let the situation of "tight outside, loose inside" of management. Therefore, the implementation of social distancing not only protects the safety of the localities themselves, but also protects other areas with a lower risk of infection.

Meanwhile, the southern cities and towns of the province including Thu Dau Mot city, Di An city, Thuan An city, and Tan Uyen town are the "red zones" of high infection rate. Since the spread is widespread, the province has implemented the solution at "two fronts of the public". A concentrated force in dense "red zones" with a very high risk of infection is dispatched to quickly separate F0 (the infected ones) from the community and step by step  narrow the outbreak and reduce it to "yellow zones" which could be gradually turned into the "blue zones". The remaining forces are to perform screening combined with synchronous measures to isolate the "yellow zones" and clean them to become "blue zones". Thereby, the forces have gradually concentrated on small points to focus on zoning and suppressing the epidemic before cleaning the area and turning the "red zones" into "orange zones" down to "yellow zones" and quickly back to "blue zones" of safety.

To implement the "blue zone" strategy, Binh Duong has deployed a provincial-wide testing plan with the principle of combining rapid antigen testing with focused PCR testing to ensure accuracy and efficiency. To successfully implement this strategy, it is necessary to have the cooperation of the whole political system with the motto of "clear - strict - sure - effective". According to Mr. Vo Van Minh, "clear" is that people and businesses must be clear about what to do and what not to do in implementing social distancing according to Directive 16/CT-TTg of the Prime Minister and clearly in the plan in detail every day activities. "Strict" means that whoever violates and/or any agency that violates must be sanctioned strictly. “Sure” means certainty and we must keep the “blue zones” for sure by testing anywhere with certainty. And in the end, efficiency comes first. Therefore, all levels, branches, units and localities should promote creativity for boldly doing while learning and adjusting; and, at the same time, report to superiors for timely removal of any problems.

Continual and wide screening maintained

Along with the synchronous, urgent and drastic implementation of solutions to zoning, controlling and preventing the spread and outbreak of Covid-19, the southern provinces of the province are constantly taking out large-scale testing to "extract" F0 from the community. Specifically, in the past week, Di An city has mobilized all resources to complete the large-scale Realtime-PCR testing for about 500,000 people living and working in the wards. At that time, Di An city organized 349 working teams with a total of 689 members participating in sampling at 120 locations in the wards.

In the past few days, Thuan An city also simultaneously deployed to take large-scale testing samples of people in the attached communes and wards. Accordingly, instead of synchronously deploying at the same time in wards, Thuan An city has organized working groups to take samples for testing of people in the order of prioritizing high-risk areas first before the low-risk areas. Up to now, Thuan An city has taken 20,358 application samples and 8,270 Realtime-PCR pooled samples and has performed quick tests for Covid-19 antigens for about 49,233 people. The total number of people in Thuan An city who have been sampled for testing so far is estimated at nearly 200,000 people and is expected to continue to increase sharply in the coming time.

Meanwhile, information from the Steering Committee for Covid-19 Prevention and Control in Dau Tieng district said that after two days of actively taking samples of 60,000 people, the locality has now sent samples to the Center for Disease Control of the province to do Realtime-PCR tests. It is expected that in the next few days, the results will be available and the locality will soon detect, isolate and treat positive cases. In the evening of July 21, Bau Bang district completed the work of taking samples for testing of all people living and working in the area. Phu Giao district also conducted rapid testing of 17,441 people in An Binh commune to detect 34 suspected cases, accounting for 0.2% of the testing. Bac Tan Uyen district is preparing personnel and facilities to conduct a large-scale sampling program in the coming two days of July 23 and 24.
