Grassroots authority emulations of digital transformation

Grassroots authorities in the province have recently tried their best to emulate digital transformation with many sprinting to complete the plans to digitize records and activate level 2 electronic identification accounts within 60 days and nights.

Along with propaganda, the neighborhoods of An Thanh ward in Thuan An city also established dozens of community digital technology groups to go to people's homes to deliver letters calling for joining hands, cooperating, and contributing to digital transformation. Holding a file in hands, volunteers in Thanh Loc neighborhood of An Thanh ward discussed the plan: "Alley No. 3 has 2 more houses left to complete but they come home from work too late, what should we do?". The whole team sat and waited and posted a letter calling for "People to install and activate VNeID level 2" from the ward People's Committee on the house gate. The next day, being noticed, the two householders immediately went to Muoi grocery store where the community digital technology team gathered to help people activate level 2 electronic identification accounts.

Stories like that appeared a lot in residential areas in the province, showing the marks of volunteers who are neighborhood officials, teachers, and professional staff spending days or nights going to people's homes to propagate, campaign, and join hands with the government to complete digital transformation plans with focus on educating people about the benefits of electronic identification accounts without using cash with encrypted personal records on a digital platforms.

General records showed that, in order to complete the 60-day-and-night plans to activate level 2 electronic identification accounts and standardize records for local people, Party committees and authorities at the grassroots level have implemented it with high determination and community digital technology groups, volunteers, Fatherland Front, and unions are the implementation force to people's homes and alleys, especially in densely populated wards such as Binh Hoa, Thuan Giao, Binh Chuan, An Phu of Thuan An city, Tan Dong Hiep, Di An of Di An city, My Phuoc, Thoi Hoa of Ben Cat town, Thai Hoa, Tan Phuoc Khanh of Tan Uyen city and wards of Thu Dau Mot city

Do Van Binh, Chairman of the People's Committee of Phu Tan ward, Thu Dau Mot city, shared that the Party Committee and People's Committee of the ward have drastically directed the entire political system to take action to achieve the goal of 100% of the population having their activated accounts of level 2 electronic identification, 100% of population records are digitized. To date, the ward has digitized 5,836 records for people, which result is thanks to many forces in the ward, especially community digital technology groups, volunteers, and professional staff of the ward who work hard days and nights.

Overcome difficulties, striving to compete

When it comes to digital transformation and good implementation of the province's general plans on digital transformation, Quarter 5, Phu Loi ward of Thu Dau Mot city is a quite comprehensive bright spot. Officials and party members in this neighborhood are always at the forefront of digital transformation. Everyone has digital signatures and digitized records, which is convenient for doing administrative procedures at home. Do Xuan Dieu, Party Cell Secretary, Head of the Executive Committee of Quarter 5 of Phu Loi Ward, shared that the Party Committee assigned tasks for the whole neighborhood to carry out methodically; and up to now most of the people in Quarter 5 have access to encrypted records through the installation of level 2 electronic identification and digital signatures in an important step for officials, Party members and people to join hands with authorities at all levels in implementing procedures to resolve in the network environment.

Talking along with doing with great determination is what we recorded in Phu Loi, Phu My, Phu Tan, Hoa Phu wards in Thu Dau Mot city, An Phu, Lai Thieu of Thuan An city, Di An, Tan Binh, Tan Dong Hiep, Binh Thang of Di An city which have implemented the provincial People's Committee's plan very well, especially propaganda to create favorable conditions for people and businesses. The propagation of qualified administrative procedures was online on fanpages, local Zalo groups and widely on loudspeakers and mobile vehicles. Teams and groups went to each household and hostels to propagated and guided people to follow. Posters on the topic of digital transformation are regularly hung along the roads and alleys.

Efforts to overcome difficulties and strive to complete the digital transformation plan right from the grassroots have affirmed the determination of the entire political system to strive to make the province a leading locality in reforming administrative procedures in the nation. The digital platform follows the motto of administrative service and user-centered, contributing to building people's and businesses' trust in State administrative agencies, creating favorable conditions to attract investment, foster socio-economic development, and build a smart city.
