Greatest efforts made to successfully carry out 2024 mission

At the 37th Provincial Party Executive Committee Conference, 11th term, 2020-2025 tenure (expanded) held on the morning of October 3, Mr. Nguyen Van Loi, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, proposed that the entire political system, all classes of people and the business community in Binh Duong province continue to unite and make determined efforts to complete the tasks and goals of 2024, building up momentum for 2025 and the following years.

Industrial production continues to get better

Reports at the conference informed that in the first 9 months of 2024, the global economic situation continued to be unfavorable, natural disasters in the country were too complicated, production recovered slowly; however, with the efforts and consensus of the people and the business community, under the leadership of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the direction and administration of the Provincial People's Committee, and the efforts and solidarity of all levels and sectors, the province achieved encouraging results. Economic growth is estimated at 7.05%. The production and business situation of enterprises changed positively, key export industries have gradually recovered and export orders have returned.

Mr. Nguyen Thanh Toan, Director of the Provincial Department of Industry and Trade, said that with the attention and regular direction of the Provincial Party Committee, the Provincial People's Committee, departments, branches and localities continue to remove obstacles for businesses, simplify administrative procedures, creating many favorable conditions for businesses to stabilize and develop production, business and export. Industrial production activities improved significantly in the first 9 months of the year. The province's key export industries gradually recovered, and the export market showed improvement. The index of industrial production (IIP) in the first 9 months is estimated to increase by 6.31% over the same period in 2023 (the same period increased by 4.2%). Import and export activities had many advantages, and exports still maintained a positive growth rate compared to the same period. Namely, export turnover is estimated at US$25.6 billion, up 13.7% over the same period in 2023 (same period decreased by 14.8%); import turnover is estimated at US$18.2 billion, up 13.4% (same period decreased by 15.2%)...", Mr. Toan added.

Over 9 months, total retail sales of goods and service revenue was estimated at VND 255,099 billion, up 12.7% year-on-year. The province attracted VND58,988 billion in domestic registered capital (reaching 85.7% over the same period) and US$1,560 billion in foreign investment capital (reaching 86.86% of the plan, equal to 94.1% over the same period). Up to now, the whole province has 71,776 domestic enterprises with a total registered capital of VND786 trillion and 4,347 foreign-invested projects with a total registered capital of US$42 billion...

Continue to remove difficulties for enterprises

Speaking at the conference, Mr. Nguyen Van Loi, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, highly appreciated the efforts of all levels, sectors, localities, units, business communities and people who have joined hands with Party committees and authorities at all levels to achieve many good results in all fields.

Besides the achieved good results, the Provincial Party Secretary pointed out the limitations and shortcomings that need to be overcome in the coming time. Despite some indicators being higher than the same period last year, they are still lower than the national average. Budget revenue has not met expectations, and there have been delays in resolving difficulties for businesses in certain areas and at specific times. The Provincial Party Secretary mentioned that businesses are facing numerous difficulties, and the process of resolving them is still slow. “We must take care of enterprises and resolve difficulties in accordance with legal regulations. The dedication of the government and officials will motivate and inspire enterprises to invest...", said the Provincial Party Secretary.

In the last three months of 2024 and in 2025, the Provincial Party Secretary has asked all levels, sectors, localities, and units to review their targets and tasks. It is especially important to focus on low-achievement targets and to find timely solutions. Additionally, authorities at all levels are required to prioritize addressing the difficulties faced by businesses, making it a key and ongoing task.

Mr. Loi has suggested that it is important to focus on perfecting the province's mechanisms and policies until the end of the year. This includes focusing on policies to attract socialized resources for investment in the fields of health and education. Additionally, there is a need to build criteria for ecological industrial parks, develop resolutions on urban beautification, urban reconstruction of Thuan An and Di An, and urban development of Thu Dau Mot. The focus should also be on implementing the Binh Duong Provincial Planning for the period 2021-2030, with a vision to 2050. Furthermore, there is a need to build a project for Binh Duong province to become a centrally-run city by 2030. In addition, it is necessary to urgently approve and announce the planning of districts and cities; speed up the progress of forming the Concentrated Information Technology Park and the Central Science and Technology Park in Binh Duong New City with a scale of 220 hectares to meet the requirements of developing high-tech industry and 4.0 technology according to the planning orientation of the province.

The Provincial Party Secretary also demanded the completion of site clearance and resettlement arrangements for the Ring Road 3 project by the end of 2024; at the same time, study the plan to connect riverside roads in order to effectively exploit An Son Port. For the project to expand and upgrade National Highway 13, it is necessary to urgently complete the remaining procedural documents according to regulations in October 2024, complete site clearance, relocate the power grid and technical infrastructure in December 2024 to complete the project and put it into use on the occasion of the April 30 anniversary. Besides, it is important to urgently complete investment procedures for Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway...; focus on building a project to mobilize resources and a pre-feasibility study report for the Suoi Tien - Binh Duong New City urban railway and the Bau Bang - Di An railway, report to the central ministries and branches to submit to the Prime Minister and the National Assembly for evaluation...
