To promptly implement provincial People's Council's resolutions on the socio-economic development plan for 2025, yesterday morning (December 27), Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee, presided over the 80th session of provincial People's Committee. Attendees included Bui Minh Thanh, Vice Chairman of provincial People's Committee, along with leaders from various departments, sectors and localities within the province.
Striving for the highest results
Binh Duong has identified 2025 as a year of acceleration and breakthrough, emphasizing stability as a foundation for development and development as a basis for stability. The province is determined to achieve the highest results in the objectives and targets set out in the 2021-2025 five-year socio-economic development plan.
Binh Duong New City, a highlight of the province's all-round development in the new phase
Accordingly, in 2025, Binh Duong will establish 36 comprehensive targets for socio-economic, environmental and urban development. Specifically, in terms of economic targets, the Gross Regional Domestic Product (GRDP) is estimated to grow by 10% or more. The economic structure will include the following proportions: industry and construction at 65.01%, services at 25.20%, agriculture-forestry-fisheries at 2.61%, and product tax minus product subsidies at 7.18%. The province’s State budget revenue is expected to reach VND 80,725 billion while foreign direct investment (FDI) attraction is estimated at US$ 1.8 billion. The province’s total social investment capital will increase by 11%. For social targets, the province aims at creating 35,000 new jobs, achieving an average housing area of 33.5 square meters per person and reaching an urbanization rate of 85% across the province. Regarding environmental targets, the proportion of urban households with access to clean and hygienic water will be 99.7%, rural households with access to hygienic water will reach 100% and 99.0% of domestic solid waste will be collected and treated.
In addition, the province will focus on solutions to promote growth based on endogenous capacity, digital transformation and international cooperation to enhance productivity, quality and competitiveness of the economy.The province will accelerate the economic restructuring toward increasing the proportion of the service sector, boost social investment attraction, strengthen public-private partnerships to develop sustainable infrastructure, urban areas and services, building Binh Duong into a smart, civilized and modern city. The province will also develop high-quality human resources for prioritized sectors while promoting the application of science and technology, innovation and digital transformation, ensuring information security and safety.
At the same time, the province will give priority to ensuring social welfare, sustainable poverty reduction and improving the quality of life for the local people; fostering the comprehensive development of culture, education, healthcare and social sectors in line with economic growth. It will also accelerate administrative procedure reforms, continually enhance the business environment, continue streamlining and restructuring the administrative apparatus for greater efficiency.
In 2025, Binh Duong will further maintain and expand cooperative and friendly relations, deepening and enhancing substantive partnerships with localities, partners and international organizations to elevate the province's reputation and position in international integration. It will strengthen economic diplomacy, trade promotion and investment cooperation activities, contributing to sustainable socio-economic development in line with the roadmap for building the Binh Duong Innovation Region and Smart City Project.
Creating regional connectivity breakthroughs
To effectively implement the 2025 socio-economic development plan, provincial People's Committee has outlined key tasks and solutions. Accordingly, the province will give priority to promoting economic growth while ensuring the stability of major balances. It will further restructure the economy toward higher productivity, quality, efficiency and competitiveness, improve the business environment, foster startup and innovation, develop collective and private economic models.

Additionally, the province will intensify the mobilization and efficient use of investment resources for synchronous infrastructure development. Focus will be placed on investing in the traffic infrastructure system to create breakthroughs in regional connectivity, particularly road, rail and waterway networks as well as overpasses and intersections, ensuring seamless connections with Ho Chi Minh city, seaports and international airports. Efforts will be expedited to complete key infrastructure projects with regional connectivity and spillover effects such as belt road 3, belt road 4 in Ho Chi Minh city, the Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway at the section passing through the province and the expansion of National Highway 13…
The province will also effectively implement provincial Master Plan for the 2021-2030 period with a vision to 2050, ensuring progress and quality as planned. Priority will be given to tasks related to the project on leveraging land resources to fund public investment projects. Efforts will be accelerated in preparing and executing annual land-use plans. Regarding urban development, the province will pursue comprehensive, sustainable, green and clean urban growth, improving urban quality. It will further implement a project on urban green tree development, rejuvenate and upgrade technical infrastructure, promptly address urban flooding issues.
Binh Duong will also focus on improving the quality and efficient utilization of human resources, in association with fostering innovation, the application and development of science and technology.
