Highlighted locality of social housing construction

After 10 years of investing in the construction of social housing models (2011-2021), Binh Duong has provided housing for approximately 200,000 people with around 60,000 houses. In the period from 2021 to 2030, Binh Duong continues to set a target of building an additional 170,000 houses, providing accommodation for 678,000 people, with a total investment of about 92,661 trillion VND (twice the target set by the Government). Binh Duong has become a shining example nationwide in terms of constructing housing for low-income individuals and workers, contributing to ensuring social security.

Ideal living environment

In the evening, when stepping into the exemplary social housing areas of Hoa Loi and Dinh Hoa (in Thu Dau Mot City), or other social housing areas in Thuan An City, Ben Cat Town, Bau Bang District and others, everyone can feel the presence of an ideal living environment here. Besides ensuring security, order, cleanliness, and tidiness in each housing block, these social housing areas provide a full range of shopping and entertainment services, including food streets, markets, football fields, and parks for children. In residential areas are childcare facilities, schools, and other educational centers serving the children of workers.

Each house has an area ranging from 30m2 to 50m2, with a price range of 100 to 200 million VND per unit, which has provided opportunities for many workers to own their desired homes. A typical example is the Hoa Loi social housing area, which has been operational since 2015. Up to now, this area has over 5,000 apartments, providing stable accommodation for more than 10,000 workers.

Ms. Tran Thi Khuyet, from Thanh Hoa province, is currently working at VSIP 2 Industrial Park, shared: "I have been working in Binh Duong for 12 years. On the first day I set foot in Binh Duong with a modest salary, while land and housing prices were extremely high, I never dared to imagine that one day I would own a house to stabilize my life. The social housing program opened up and the opportunity came to my family. The house, despite being only 30m2, has a loft and a spacious corridor, ensuring a comfortable living environment for the 4 members of the household.”

The social housing area in Dinh Hoa commune has been completed by Becamex IDC Corporation, providing approximately 3,700 units and accommodating over 7,000 workers. Construction is still ongoing.

In general, the design of social housing areas is not only spacious and well-ventilated, but each apartment is also arranged to take advantage of natural ventilation. Separate parking lots and community activity centers are also provided, creating an ideal living environment. The distance between each housing block is connected by major asphalt roads, which not only facilitate transportation but also provide convenience for business activities and ample parking space for families with means. Mini parks are arranged below the rows of houses to create a recreational area for young children in the afternoon. Mr. Tran Van Chieu (34 years old) from Ba Ria - Vung Tau province (worker at Dai Thanh Phung Company, Bau Bang Industrial and Urban Area), shared: "It's hard to believe that just after 4 years in Binh Duong, my wife and I were granted a social housing registration. So now we have a house. Although we are still paying monthly installments equivalent to the rent of an outside boarding house, having a beautiful, airy, and stable place to live is incomparable. I earnestly hope that the local authorities will continue to create conditions for the construction of more social housing areas, so that workers can work with peace of mind and have a long-term attachment to Binh Duong.”

In addition to providing housing for workers, in recent times, Binh Duong province has also created conditions for various groups, including families with difficult circumstances, poor households, near-poor households, and individuals with low incomes, to purchase hundreds of social housing units through installment payments, contributing to ensuring social security in the area.

Low-income people given more opportunities

Binh Duong currently has about 1.3 million laborers, of which over 50% come from other provinces and cities to live and work. With a high mechanical population growth rate, providing housing solutions for the general population, especially workers, is always identified as a key task of the province.

In the afternoon, the spacious and airy space underneath the rows of houses in the social housing area of Dinh Hoa has become a delightful playground for families and young children.

To have more affordable apartments that meet the housing needs of low-income workers, Binh Duong province has set a target to have an additional 172,879 social housing units throughout the province by 2030. Mr. Huynh Pham Tuan Anh, Deputy Director of the Department of Construction, stated: "The project for the development of social housing and workers' housing in Binh Duong province for the period 2021-2025, with a vision towards 2030," focuses on 10 target groups, including individuals with contributions, poor and near-poor households, low-income individuals, workers, officers, non-commissioned officers, civil servants, officials, students, and university students. During the 2021-2030, the project sets a target of investing in approximately 172,879 social housing units, with a total land area of about 612 hectares and an estimated construction floor area of over 10 million square meters. This will accommodate around 678,000 people, with a total investment amount of approximately 92,661 trillion Vietnamese dong (twice the target set by the Government).

In the period of 2021-2025, the province plans to allocate 158 hectares of completed investment land for over 42,000 units of social housing, with a total floor area of 2.7 million square meters, accommodating approximately 163,476 people. In 2026-2030, the province plans to allocate approximately 454 hectares of completed investment land for around 130,623 units of social housing, with a total floor area of 7.4 million square meters, accommodating approximately 514,831 people. To achieve the set goals, the prioritized solution is the land fund. It is expected that there will be 34 areas managed by state-owned enterprises; 17 areas with existing land funds from investors; 20% of the land fund already available from commercial housing construction projects, urban areas planned for social development; land fund converted for different purposes in the areas of Thu Dau Mot City, Thuan An, Di An, Tan Uyen, and Ben Cat Town for social development.

The establishment of large and luxurious social housing areas in the province has marked a new breakthrough, providing stable accommodation for workers and fostering long-term attachment to Binh Duong. The province's social housing development program has also made a positive impression on investors, promoting investment attraction, stable economic development, and contributing to social security throughout the province, becoming a shining example nationwide.
