Implementation of agricultural insurance in Binh Duong needs to find common voice

Agricultural insurance is a new program under a pilot implementation in Binh Duong. This is a significant program with the aim at generating favorable conditions for farmers’ production. However, local farmers will face obstacles if they do not find out common voice with insurance companies.

A significant program for farmers

Implementing the pilot program is one instructions and measures to compensate losses caused by natural calamity, disease epidemics for farmers. Possibly speaking, this is a new project, so many difficulties will happen during implementation.

 

Agricultural insurance will spur animal husbandry sector’s development.

In Binh Duong alone, the pilot program on agricultural insurance is implemented on diary cow and pig herds in 3 districts of Ben Cat, Dau Tieng and Tan Uyen. Each district has selected 3 pilot communes for the program. Accordingly, pig, diary cow breeders in a small and concentrated scale can join in purchasing premium for their animals. The local budget will support 100% of premium for poor households, 80% for sub-poor households and breeding companies.

In this November, relevant units will make an inspection on collecting ideas and petitions relating to the pilot implementation and then will hold a seminar to promulgate significance and importance of the pilot program.

It is expected that a contract signing ceremony between breeding households and Bao Minh Insurance Company will be launched in Dec. 2011. According to a regulation, kinds of natural calamity including flooding, drought, damaging cold, frost, tsunami and disease epidemics including foot-mouth disease in cows and blue ear disease in pigs will be supported in the pilot program.

Common voice needed

Many ideas said that selection of localities for the pilot program needs to be expanded across the province after an outstanding implementation at some pilot units.

However, many deputies concerned high premium and strict regulations causing difficulties for poor breeders. Without proper adjustment for the above regulations, a very big barrier will appear for poor farmers.

Completion of the pilot program will be a foundation to spur local breeding sector and form up an ensured supply for consumption.
