Yesterday morning (April 16), at the National Assembly building, the Politburo and the Secretariat convened a national conference to disseminate and implement the Resolution from the 11th Conference of the 13th CPV Central Committee. General Secretary To Lam attended and delivered a significant address at the conference.

The conference was connected online to 21,000 locations, spanning from central to provincial, district, and commune levels, as well as various agencies, units, military regions, military branches, and army corps across the nation, with over 1,500,000 delegates participating. It was broadcast live on Vietnam Television and Voice of Vietnam, allowing cadres, party members, and citizens nationwide to follow along. Present at the Binh Duong location were Mr. Nguyen Minh Triet, former member of the Politburo and former President; Mr. Nguyen Van Loi, member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Delegation; Mr. Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee; Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee; along with provincial leaders from various periods and members of the provincial Party Committee Standing Committee.

At the conference, delegates were informed about the essential contents, new elements, and focal points of the documents from the 11th Central Conference (13th tenure). Prime Minister Pham Minh Chinh presented the Draft Documents submitted to the 14th National Party Congress, highlighting new aspects in the synthesis of various theoretical and practical issues regarding the socialist-oriented renovation process over the past 40 years in Vietnam; new elements in the Draft Report summarizing the efforts in Party building and the implementation of the Party Charter for the 14th National Party Congress; new aspects in the Draft Political Report; new points in the Draft Report on the five-year execution of the 10-year socio-economic development strategy (2021-2030); and the directions and tasks for socio-economic development during the five-year period (2026-2030).

National Assembly Chairman Tran Thanh Man delivered a presentation on the topic "Amending the Constitution and Laws; Directions for the Election of Deputies to the 16th National Assembly and People's Councils at All Levels for the 2026-2031 Term." Concerning the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, Chairman Tran Thanh Man indicated that the election is anticipated to occur earlier than in the previous term to ensure alignment with Party committees at all levels and to promptly implement the Resolution of the 14th Party Congress. The projected election date for deputies to the 16th National Assembly and People's Councils at all levels is Sunday, March 15, 2026, with the first session of the National Assembly scheduled for April 6, 2026. Consequently, agencies, units, and localities must begin preparations proactively and without delay. Regarding the anticipated number of National Assembly deputies, it is set at 500, with at least 40% being full-time members. The general orientation for the structure includes approximately 10% young delegates (under 40 years old), about 30% re-elected delegates, at least 35% female delegates, and a minimum of 18% delegates from ethnic minorities among the total number of individuals on the official candidate list. The number of People's Council delegates will be determined based on the population size of each administrative unit, in accordance with the provisions of the Law on Organization of Local Government.

Le Minh Hung, Head of the Central Organizing Committee, presented a topic focused on the continued streamlining of the apparatus to enhance efficiency and effectiveness; the amendment and supplementation of regulations pertaining to the implementation of the Party Charter; and Directive No. 45-CT/TW, dated June 14, 2024, from the Politburo regarding Party congresses at all levels in preparation for the 14th National Congress of the Party, along with the implementation plan. Notably, the Party Central Committee endorsed the policy of organizing local government into two levels: provincial (provinces and centrally-run cities) and communal (communes, wards, and special zones under provinces and cities). The operation of district-level administrative units will cease on July 1, 2025, following the enactment of the Resolution amending and supplementing certain articles of the 2013 Constitution and the amended Law on Organization of Local Government 2025. It was agreed that the number of provincial-level administrative units post-merger will be 34 provinces and cities, with the names and political-administrative centers of these units determined according to the principles outlined in the submission and project of the Government Party Committee. Additionally, there is consensus to merge commune-level administrative units to achieve a nationwide reduction of approximately 60-70% in the number of such units compared to the current figures.

Speaking at the conference, General Secretary To Lam stated that during the 11th Conference, the Party Central Committee achieved a strong consensus on significant and fundamental matters. This conference is historic, addressing crucial and transformative issues of the new revolutionary period, generating fresh momentum and impetus for comprehensive innovation, and ushering the nation into a new era of development.

Based on the principle of absolute unity, the Central Committee has issued Resolution 60/2025, which encompasses several particularly significant elements, concentrating on two primary areas: the ongoing arrangement and streamlining of the apparatus, the organization of administrative units, the structuring of local governments at two levels, and the preparation for the 14th National Party Congress. These elements are intricately interconnected and collectively address critical, urgent matters that require our immediate attention and implementation following this conference.

The General Secretary underscored that following the conference, agencies, units, and localities must clearly delineate the tasks to be undertaken in the near future. Each cadre and party member should also conceptualize their individual responsibilities within the collective "revolution" of the nation. Party committees and organizations at all levels bear the responsibility to continue studying and comprehensively understanding the resolution's contents, as well as to formulate specific action plans and programs for implementation.

Confronted with the necessity to execute an extensive volume of work, characterized by a broad scope, within a limited timeframe and at a high standard—many of which are unprecedented—and to consolidate leadership, direction, and implementation, the General Secretary emphasized the need for the utmost political resolve in guiding and directing the execution of the Resolution of the 11th Central Conference. This has been identified as a "revolution" in the reorganization of the organizational structure, the arrangement of administrative units, and the reform and innovation essential for national development.

The General Secretary emphasized that Party committees, Party organizations, and leaders at all levels must diligently and decisively lead, direct, and thoroughly inform cadres and Party members to fully grasp the critical significance of this policy. This effort aims to foster a unified understanding and ideology throughout the Party and disseminate it across society, with a commitment to successfully achieving the goals and directives established by the Central Committee. Attention should be directed towards guiding and overseeing agencies to effectively execute tasks in the spirit of "playing the right role, knowing the lesson," ensuring seamless and coordinated efforts from the Central Committee to localities and among localities, all for the collective benefit of the nation and its citizens.

Party committees and organizations at all levels engage in their work with the principle of "running and lining up simultaneously," while exercising caution, certainty, and methodical approaches, avoiding haste or subjectivity. They must establish a clear order of priority, executing each task with diligence, considering related responsibilities, and adhering to prescribed procedures without resorting to shortcuts, carelessness, or superficiality. It is essential to adhere to the timelines outlined in the plan to ensure that tasks progress according to schedule, particularly during critical timeframes. Efforts should be intensified in information dissemination and public outreach to foster societal consensus, fully empowering the populace's right to participate and valuing their opinions. The processes and procedures for gathering public feedback must comply with regulations, especially concerning matters related to amending and supplementing the Constitution, as well as the consolidation of provinces and communes.
