Improving efficiency of cultural institutions at grassroot level

Noteworthy efforts

The center for Information Culture-Sport at all levels annually holds many cultural and sport activities with the improved quantity and quality to lure numerous participants, contributing to excel local political task and meeting people’s demand on cultural and spiritual living.

Implementing the motto of “The State and people cooperate together”, institutions on cultural and sport fields have been upgraded and expanded. At present, the entire province has had 6 out of 7 districts, towns and city possessing centers for culture and sport. Of these, districts of Phu Giao and Tan Uyen have been invested in building the institutions stably. The remaining localities have held operations of cultural and sport institutions depending on their functions and tasks. In addition, the whole province now has 24 libraries and 45 communal cultural post offices.

Through a project of “Socialization of information cultural and tourism activities till 2015 an vision 2020”, many organizations and individuals have invested in information-cultural works, contributing to improve local people’s enjoyment of culture.

Over the past years, through activities of culture-art and gymnastics and sport, the provincial administration has found out and fostered young talents to supply and add into the force of authors, actors, directors, coaches, athletes for the province and nuclear force for the grassroot level. Moreover, the folk cultural institutions have been preserved and repaired to maintain the national cultural identities and serve for the local socio-economic development.

Shortcomings

Aside from positive factors, the system of cultural institutions at the grassroot level remains shortcomings. Some centers for Information, Culture and Sport have faced difficulties of manpower, material facilities and many more.

Specifically, Phu Giao district now has 3 communal culture houses, 1 information - culture center whilst Ben Cat district has yet to be invested in the cultural institutions to serve for local people. Thuan An town has invested in perfecting 2 works of An Phu and Binh Hoa ward Centers for Information and Culture. Additionally, the town People’s Committee has planned to build proper cultural institutions at communes, wards such as An Son, An Thanh, Hung Dinh, Vinh Phu and so on.

Phan Huu Tri, head of Phu Giao district division of Culture and Information said that building of local cultural institutions remains shortcomings of material facilities and human resources.

The provincial department of Culture, Sport and Tourism vice director Le Huu Phuoc said that investment in the cultural institutions at the grassroot levels is now asynchronous. Overall, managerial apparatus of the cultural and sport institutions at communal level remain limited.

Solving difficulties

In the coming time, the provincial department of Culture, Sport and Tourism will re-arrange management staff to lure more trained manpower, map out plans on recruitment, nomination, training and rotation of cadres in a bid to meet the set tasks. The department will spur linkage and close cooperation between departments, agencies, fronts and mass associations to launch synchronously fields of culture, sport and tourism, use and exploit effectively investment capital sources and approved projects and many more.

In terms of human resources, the provincial society for art and literature chairman Vo Dong Dien said that cultural cadres and artists need to have ambition. In addition, it is necessary to preferential policies to lure talents.

Nguyen Minh Giao, head of the provincial Committee for Education and Propaganda said that it is necessary to socialize the cultural institutions in service for people. Additionally, it is essential to solve difficulties to help centers for culture, information and sport uphold their capacity and build models in conformity with people’s demand on cultural entertainment.
