Improving operational efficiency of grassroots political system

More regimes and policies needed

Reporting to the delegation on the operational results of the city's grassroots political system in the first nine months of 2022, comrade Vo Thi Bach Yen, Permanent Vice-Secretary of Thu Dau Mot city’s Party Committee said that since early this year, Thu Dau Mot city has focused on solutions to overcome difficulties caused by the pandemic to recover and promote socio-economic development, maintain political security, social order-safety and take care of people's lives. The work of building the Party, the government, the Fatherland Front and mass organizations has continued being concerned by the city’s Party Standing Committee, in which the leadership in the implementation of Party and political system building is one of the decisive tasks for the successful implementation of the local targets and tasks.

Accordingly, over the past 9 months, the city’s Party Standing Committee increased to work with the Party Committees of wards to urge and strengthen leadership in Party building and rectification, improving the operational quality of organizations in the political system. The mass mobilization work was well implemented by all-level Party committees, upholding the effectiveness of the Government's mass mobilization work and well implementing grassroots democratic regulations. The activities of the Fatherland Front and mass organizations were improved in quality and closely followed the city's emulation standards while associating with the implementation of the city’s Party Committee’s programs and projects.

However, according to Thu Dau Mot city’s Party Committee Permanent Vice-Secretary, along with advantages, there are still difficulties for the operation of the grassroots political system. Particularly, a few of Party committees have not been proactive in finding out the issues that need to be focused on solving and creating breakthroughs in the local socio-economic development. The quality of cadres, civil servants, part-timers is not uniform...

At the conference, the secretaries of quarters ‘Party cells, quarters ‘part-timers had many enthusiastic opinions about the operation of the grassroots political system. Many opinions say that currently, the contingent of part-timers in quarters is mostly part-time. Their work volume is high while the allowance level is still low, not meeting their needs of life.

Comrade Nguyen Van Hieu, Secretary of the quarter 7’s Party cell in Tuong Binh Hiep ward said that now there is a lot of grassroots work, especially coordination in the implementation of the local campaigns and movements... But, it is very difficult for the locality to have personnel to do this job because part-timers are old. Meanwhile, young people are not interested in this job because income is not equal to the level of companies or factories. Comrade Ho Van Tu, Secretary of the Party Cell and Head of the Executive Board of Hoa Phu Ward’s quarter 2 said that Party development and activities in quarters’ Party cells have still faced many difficulties, due to the majority of Party members being elderly. The rate of absence at meetings is still high, which affects the quality of activities of Party cells. Meanwhile, comrade Dang Van Long, Secretary of the Party cell and Head of the Executive Committee of Phu Cuong ward’s quarter 11 said that the quarter is not the level of government, but is the closest unit to the people. Therefore, it is in dire need of conscientious people. However, mobilizing people to participate in activities at the executive board is difficult and retaining them is even harder. Hence, it is necessary to have a policy to support grassroots part-time staff.

There will be appropriate solutions and policies

Speaking at the meeting, Mr. Loi said that over the past time, a contingent of part-time activists in quarters and hamlets in Thu Dau Mot city in particular and the whole province in general well promoted its role as a bridge between the Party, the State and the people, making important contributions to the local comprehensive development. Especially, the role and contribution of the grassroots political system was clearly demonstrated and affirmed during the last fight against Covid-19 pandemic. Many good models, creative and effective ways appeared in quarters and hamlets to mobilize human and property resources to serve pandemic prevention and control. "Without the grassroots political system, our pandemic prevention and control will face many difficulties. We will not be possible to control the pandemic quickly and soon return to the new normal state as being done in the past time ...”, he affirmed.

However, Mr. Loi also said that besides the achieved results, the operation of the grassroots political system has still faced many difficulties, especially in the current development period and in the next period. This poses many new challenges and requirements for the grassroots political system. That is how to improve the effectiveness of propagandizing and mobilizing the people to implement the Party, policies’ guidelines and the State’s laws; how to promote people to participate in building a civilized urban lifestyle, building a smart city, making digital transformation, reforming administrative procedures, making non-cash payments...; how to reduce the work load for officials while well managing population and localities; how to organize movements and activities to attract the participation of people, creating their excitement and confidence in the leadership of the Party and administration of the State... These are problems raised and provincial leaders are very interested in them.

Provincial Party Committee Secretary respectfully acknowledged opinions and recommendations by delegates while sharing thoughts, feelings and responsibilities of part-time staff, those working in neighborhoods for the operation of the grassroots political system, contributing to the overall development of the province. He said that provincial Party Standing Committee will set up a steering committee and survey delegations on the grassroots political system across the province to summarize, evaluate and define goals, tasks, solutions, specific policies to continue consolidating and improving the operational efficiency of the grassroots political system.
