Improving quality of human resources considered as key issue

Could you tell about goal of the local program of improving quality of manpower in the coming time?

The 2011-2015 period program is to reach 100% of cadres and public servants that are nominated for the level of public servants; over 90% of cadres and public employees enjoying training courses before being nominated for leadership positions; 40% of communal public servants having university degrees in conformity with their working positions; over 70% of laborers joining in training courses and so on.

Binh Duong now has many newly-established universities and colleges, so there are many difficulties in human resources. The province is home to Vietnamese-German University, Eastern International University, Thu Dau Mot University, etc.

Binh Duong always focuses on training work and considers the work as a key solution to improve quality of human resources for the locality. Do local universities and colleges meet requirements of manpower for the locality, sir?

At present, local universities and colleges have paid much attention to building a perfect manpower. Over years, the universities and colleges have launched programs of developing and training human resources for the locality. It takes 10-15 years to promote efficiency of these programs.

Bounding for a large force of high quality human resources to satisfy local economic development, Binh Duong has made the efforts to train manpower. The universities consist of Thu Dau Mot, Binh Duong, Economics and Technology, Eastern International University and many more have played a very important role in supplying workforce for local industrial parks. In addition, their training methods are suitable to socialization orientation. In reality, there are a sharp conversion in attracting, training and using skilled manpower at universities and businesses in the locality, especially Becamex IDC, Thanh Le Company, Binh Duong Production, Import-Export Company and so on.

What key factors should we need to improve quality of human resources in the years to come?

In order to develop Binh Duong sustainably and rapidly, the most important element lies in improvement of quality of manpower because human resources is a workforce directly producing products and managing society. Developing manpower is the most crucial factor to implement industrialization and modernization and to ensure rapid and sustainable development for the province.

Firstly, improving quality of manpower must focus on boosting quality of education. Aside from equipping students with basic knowledge, it is necessary to combine theory and practice in teaching and learning.

Secondly, quality of vocational training should be expanded, diversified and developed in conformity with the society’s real demand and the local authority’s strategic orientation.  

Last but not least, quality of leaders, managers and laborers must be paid much attention to satisfy local developing demand in the new period.

It is obvious that Binh Duong have always paid special attention to role of education and training for local socio-economic development.
