Industrial park planning works towards a sustainable ecosystem

As the occupancy rate of the province's industrial parks (IPs) is quite high, Binh Duong is speeding up the establishment of new IPs according to the plan. To ensure sustainability and feasibility in implementing the plan, Binh Duong continues to invest in new and expand existing industrial parks but aims for higher standards in science-technology and environmental protection. In particular, Binh Duong focuses on developing industrial production combined with urban and service areas to meet the increasingly stringent standards of international investors.

Currently, the industrial parks and traffic infrastructure in the northern localities of the province are being completed and are ready to welcome investors.

 Early completion of planned industrial parks

Binh Duong province's planning for the period 2021-2030, with a vision to 2050, has been approved by the Government. In this general planning, a very important part is the planning of new industrial parks until 2030. This is the premise for the province and investors to take the next steps in developing new industrial parks according to ecological industrial park standards, attracting high-tech industries.

Nguyen Trung Tin, Head of the Provincial Industrial Park Management Board, said that from now until 2030, Binh Duong will invest in 10 new industrial parks. Of these, 2 industrial parks in Bac Tan Uyen district and Tan Uyen city will be upgraded in the next 2 years, with a total area of 1,000 hectares; the remaining 8 industrial parks located in Bac Tan Uyen, Dau Tieng and Phu Giao districts will be renovated until the end of 2030, with a total area of over 6,000 hectares.

To increase competitiveness, Binh Duong is focusing on attracting investment in planned industrial parks. Tin informed that according to the plan, Binh Duong reserves about 20,000 hectares of land for industrial development. Currently, Vietnam - Singapore Industrial Park 3 (phase 2), with an area of over 800 hectares, and Cay Truong Industrial Park, with an area of 700 hectares, are completing infrastructure, ready to receive new investment capital.

Create new growth drivers

Pham Ngoc Thuan, General Director of Becamex IDC Corporation, said that the approach of developing industrial parks in a multi-sector and multi-field direction with development motivation mainly based on land potential is gradually no longer suitable in the current context. Therefore, it is very necessary to build and develop models of high-tech industrial parks, ecological industrial parks, etc. to meet the requirements of green economic development globally. Smart-ecological industrial parks are considered one of the important and inevitable new ecosystems of the era to complement the existing industrial-urban-service model.

To ensure sustainability and feasibility in implementing the planning, Binh Duong is investing in new-generation industrial parks, including specialized industrial parks such as mechanics, science - technology, and information technology... and turning towards smart production. The province is making efforts to relocate manufacturing enterprises to planned areas to expand development space, establish an ecosystem of linked industrial zones and clusters, avoid concentrated urban areas, and minimize environmental pollution risks.

At present, the industrial parks and transportation infrastructure in the northern areas of the province are nearing completion and are prepared to welcome investors. The Provincial People's Committee, along with various departments and branches, is actively researching and formulating policies and plans according to a specific roadmap in order to ensure that businesses are well-prepared for relocation or function conversion, as well as for resettlement in new locations. Additionally, the province is focused on enhancing regional connectivity infrastructure to generate spillover effects.

Recently, Binh Duong has actively coordinated with provinces and cities in the Southeast region to build and upgrade transport infrastructure and enhance regional connectivity. Regarding infrastructure, besides the two dynamic economic axes of National Highway 13, My Phuoc - Tan Van road and inter-regional connecting traffic routes, such as Ho Chi Minh City Ring Road 3, Ho Chi Minh City Ring Road 4... Binh Duong is making investment in key projects in the northern areas, such as Duc Hoa - Chon Thanh highway, Ho Chi Minh City - Chon Thanh highway, Bac Tan Uyen - Phu Giao - Bau Bang road...

Mai Hung Dung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, emphasized that in order to effectively implement the planning of Binh Duong province for the period 2021-2030, with a vision to 2050, Binh Duong continues to invest in new and expand existing industrial parks but towards higher standards of science - technology and environmental protection. In particular, the province focuses on developing industry combined with urban areas and services to attract increasingly high-quality and effective investment capital. The form of investment in building industrial park infrastructure in Binh Duong is diverse and suitable to the actual conditions of the province. In the new period, Binh Duong positions itself in a new segment, which is industrial development associated with science-technology development and innovation. The transformation towards a green economy, circular economy, and digital economy in industrial zones is a key factor in improving competitiveness and ensuring sustainable development of the province.

 According to the approved plan, by 2030 Binh Duong province will have 42 industrial parks with a total area of 18,600 - 21,000 hectares. Accordingly, Binh Duong continues to implement 33 planned industrial parks (including 29 established industrial parks and 4 industrial parks preparing for investment); establish 10 new industrial parks; research and report to competent authorities for permission to change the function of 1 industrial park (Binh Duong Industrial Park) following the provisions of law. By 2050, the province will have 41 - 42 industrial parks with a total area of about 25,000 hectares. For newly established industrial parks, in addition to multi-industry industrial parks, Binh Duong will prioritize development in the direction of supporting industrial parks, specialized industrial parks, ecological industrial parks, and high-tech industrial parks.
