Legislation Commission of Provincial People’s Council has proposed measures ensuring more stable security to leaders of People’s Council and Provincial Security after inspecting security forces in districts of Di An, Thuan An and in Provincial Security for recorded data.
As reported, from the beginning of the year, crime cases are 687, 552 of which were investigated, resulting in capture of 949 criminals.
Chief of the commission Mrs. Luu Kim Loan asserted that criminals are among immigrants who live and work in Binh Duong as statistics show that 73.3% of crimes committed were by immigrants from the beginning of 2010. As for age, criminals are younger and younger with majority of adolescence criminals accounted for 135 cases. Crimes are becoming more complex causing troubles to investigation.
In the face of this, security forces in districts and the province have closely inspect every regions to launch measures against them by basic professional and coordinated tasks including patrols and propaganda for public security against crimes. As a result, crime fighting and preventing clubs are established.
In our own assessment, security forces in districts are relative fewer than needed to control and fight against crimes in overpopulated areas. Quantity of crimes declines but severity does not.
At the above working session, obstacles of crime fighting and preventing measures are proposed including finance proposal to conduct the tasks. Meantime, Provincial Security has noted administrative control of social security across districts and strongly growing districts of industry and urban development in the face of small and not very qualified staffs. So as to minimize crimes, Mrs. Luu Kim Loan suggested that all forces should overcome difficulties to maintain security while promoting volunteer work against inter-provincial crimes. Besides, appraisal should be maintained and enhanced with demand to localities for more education and propaganda.
