Intellectuals greatly contribute to local development

The province's intellectuals have made strong progress in both quantity and quality, widely distributed in all fields, contributing to improving the local quality of human resources and competitiveness. However, there are still many shortcomings for change in building a contingent of intellectuals; more mechanisms and policies from central to local levels are needed to facilitate the task of building a contingent of intellectuals, especially in the context of the industrial revolution 4.0...

Pioneers

A report by provincial Party Committee at the scientific talk show summarizing 15 years of implementing the 10th Party Central Executive Committee’s Resolution No. 27-NQ/TW dated August 6, 2008 on building a contingent of intellectuals in the provincial period of promotion Industrialization and modernization, organized by Ho Chi Minh National Academy of Politics in collaboration with provincial Party Committee affirmed: After 15 years of implementing the Resolution No.27-NQ/TW, the province reached many important results, especially in improving the environment and creating favorable conditions for intellectuals' activities and implementing a policy of honoring and treating intellectuals.

The report emphasized that provincial Party Committee, People's Council, and People's Committee have issued and regularly perfected policies on appreciating and treating intellectuals, creating favorable conditions for intellectuals' activities; standardized a contingent of cadres and built human resources for the local political system; strengthened the tasks of attracting human resources, training talents to develop human resources in general and build a contingent of the local intellectuals in particular. These are programs to train, attract and improve the quality of human resources; projects on selection and training of source staff from excellent students; policies on attracting people with academic titles and degrees working at Thu Dau Mot University; preferential policies for enterprises to invest in human resource training; policies to support the settlement of housing issues for young families of cadres, civil servants in association with a policy of using young intellectuals, a policy of attracting hi-quality human resources to Binh Duong; preferential policies for education, training and health sectors; policies to support enterprises in vocational training and job creation for workers in the province, preferential policies for civil servants working in information technology and telecommunications…

It can be affirmed that the province’s socio-economic development over the past years had a very important contribution from a contingent of intellectuals in all fields. The contingent in the fields of economics, science, technology... is growing strongly, and there are more and more new topics and research works applied to the reality of production, business and life, bringing efficiency. Young intellectual have well upheld their dynamic, creative roles, quickly adapted to the market economy and international integration, and made practical and positive contributions to the local process of economic, cultural and social development. Intellectuals in communes, wards and townships promptly advised the Party committees and local authorities on boldly applying scientific and technical advancements, tapping advantages for socio-economic, cultural development, solving pressing problems related to land, construction, security-order and trade. This is also a force pioneering in implementing the Party’s guidelines, the State’s policies and laws, building cultural life in residential areas, realizing grassroots democratic regulations. Many intellectuals at the grassroots level have studied and effectively applied knowledge and experience on restructuring plants and animals, applying scientific and technological advancements to production, cultivation and animal husbandry...

There are still many concerns

Although obtaining many important results, the province’s task of building a contingent of intellectuals over the past time faced some shortcomings for change. The province's intellectuals were not comprehensive with a structure not being really rational.  There was a lack of good and leading experts in a number of key fields such as high technology, electronics, informatics, finance, health, and environment...The work of planning, evaluating, arranging and using cadres did not make a breakthrough. The province was still slow to promulgate a mechanism to detect and use virtuous and talented people, especially young intellectuals with a high level of expertise. There were not many scientific research topics and projects with practical application in service of production... There were many causes leading to the above difficulties. One of the main reasons was that mechanisms and policies for intellectuals were still inadequate...

Dr. Nguyen Hong Chuong, Director of provincial Department of Health and Dr. Nguyen Thi Nhat Hang, Director of provincial Department of Education and Training said that health and education are now two sectors that use the most intellectuals, but over the past time they also faced many difficulties in attracting and retaining intellectuals. Mrs.Hang said that the province's education sector needs about 2,000 teachers, but now there are only more than 1,000 teachers. During the Covid-19 pandemic period, many teachers moved to other jobs. In the same situation, Mr.Chuong said that although the province is in need of recruiting hundreds of doctors and nurses to take care of people’s health, the recruitment is very difficult. Also over the past time, many doctors quit their jobs. Some doctors and nurses at public units switched to the private ones…

At the talk show, delegates also said that the assessment, arrangement and use of cadres were sometimes not appropriate to the capacity, qualifications and training professions. Many intellectuals have master's and doctoral degrees, but after graduation, they are not active and lack investment in scientific research and application of scientific and technological advances to increase labor productivity.

In order to overcome this situation and further improve the efficiency of building a contingent of intellectuals in the coming time, the province has proposed ministries and central sectors to review, supplement, and improve policies and laws to create a favorable legal corridor, ensuring the rights and responsibilities of intellectuals; adopt preferential policies on salary regimes, working and living conditions for intellectuals, especially those working in areas facing difficulties in socio-economical development, areas with rapid  industrial and urban growth with high pressure in terms of education, healthcare…In addition, the Government needs to have a specific mechanism for localities having fast growth with large scale used with a part of fund for training and attracting workers with permanent residence from the outside in order to create an  abundant contingent of intellectuals.

Dr. Huynh Ngoc Dang, Chairman of provincial Historical Science Association said that along with salary incentives, it is also necessary to create a suitable working environment for intellectuals to overcome difficulties and contribute to the sector and the locality. This is also being implemented by many sectors to create a good working environment to attract and "retain" talented people.

Speaking at the talk show, Assoc. Prof. Dr. Nguyen Quoc Dung, Director of the Academy of Politics in the Region II said that Binh Duong is a fast-growing industrial province, strongly attracting investment projects, especially FDI ones, creating favorable conditions to attract high-quality human resources from other localities, including foreign laborers while also setting requirements in training and improving the quality of the province's human resources to meet the requirements of the process of industrialization, modernization and international integration. He said that the talk show was very successful with many profound and enthusiastic opinions while recording contributive ideas by departments and sectors as well as proposals and recommendations by the province to summarize and submit them to the Government to set up guidelines and policies related to the construction of a contingent of intellectuals at the development requirements in the new period.
