Key tasks of industry and trade sector in 2025

2025 holds special significance as it marks the final year of implementing the 2021-2025 socio-economic development plan while also focusing on organizing Party Congresses at all levels towards the 14th National Party Congress, implementing provincial planning and well preparing foundational factors to promote growth and socio-economic development for the 2026-2030 period.

The global and regional situation is forecasted to remain complex, with opportunities and advantages intertwined with unpredictable difficulties and challenges, impacting Vietnam in general and Binh Duong province in particular. 2025 is expected to be a challenging year for the industry and trade sector.

At the conference summarizing Party-building efforts, reviewing the sector’s performance in 2024 and deploying tasks for 2025

Based on results achieved in the past period and targets assigned by provincial People’s Committee, provincial industry and trade sector has issued its 2025 action plan with the following key focuses:

1.Rapidly and effectively developing trade and services, particularly high-quality services such as logistics, e-commerce and industrial and urban development support services, aiming at increasing the sector's contributions to the province's economic structure. Restructuring the trade sector towards technological application, digitization and innovation; strengthening connection within global and regional supply chains and ecosystems. Developing modern logistics infrastructure, prioritizing high-end commercial projects serving industrial and urban needs such as shopping malls, free trade zones, supermarkets, exhibition centers, trade fairs and wholesale markets for raw materials and key products of the province. Piloting cashless payment market models. Promoting direct export of key products, improving the quality of market information and forecasting. Diversifying export and import markets with a target of 9%-10% annual growth in import-export turnover. Strengthening foreign trade promotion activities and expanding into new, high-potential markets. Enhancing domestic trade promotion, seeking distribution systems and expanding market share through programs like bringing Vietnamese goods to rural areas and the "Vietnamese people give priority to Vietnamese goods" campaign.

2.Developing industry and restructuring the sector to enhance growth quality and the economy's competitiveness. Accelerating major projects and attracting investment in high-tech fields on semiconductors, clean energy, artificial intelligence...The target for the Industrial Production Index (IIP) in 2025 is an increase of over 9.7%. Expanding industrial parks and compounds in line with green and eco-industrial models, increasing localization in supporting industries and developing high-tech industries (including machinery and industrial equipment, telecommunications electronics, remote-control devices, integrated circuit equipment, electronic chips, new materials, industrial and chemical engineering, pharmaceuticals and cosmetics…), ensuring integration into global value chains. Creating favorable conditions to attract investment, especially in high-tech and potential sectors such as semiconductors and innovation. Implementing pilot projects for building smart factory models within industrial parks and compounds. Enhancing the quality and effectiveness of industrial promotion activities to foster sustainable development of rural industries in the new context.

3.Focusing on effectively supporting energy infrastructure investment and development. Continuing implementing the renovation and development of the medium-voltage grid and substations under Binh Duong province's 2021-2030 planning with a vision to 2050 as approved. Assisting investors in resolving obstacles to accelerate construction progress, ensuring the quality and timely completion of electricity projects for handover and operation. Encouraging the development of clean and environmentally friendly energy sources such as solar power, cogeneration, biomass energy, partially meeting the green energy needs of offices, households and factories in industrial parks and compounds. These efforts aim at replacing other fossil fuel sources, ensuring green, smart and sustainable development while attracting investors requiring green certifications to facilitate product exports. Implementing communication and community education programs to raise awareness of electricity saving and efficient electricity use, helping reduce load on the power grid and improving electricity usage efficiency.

4.Further implementing plans, projects and proposals of provincial Department of Industry and Trade in 2025 such as the Digital Transformation Plan for the Industry and Trade sector, the Project on "Survey and Assess the Current Status of Operations and Propose Mechanisms and Policies to Support Enterprises Outside Industrial Parks and Compounds in the Southern Region to Make Transition of Functions and Relocate into Industrial Parks and Compounds" and the development strategies for the industry and trade sector integrated into provincial Planning for the 2021-2030 period with a vision to 2050.

5.Focusing resources to ensure the effective implementation of administrative procedure reforms. Promoting the application of information technology in administrative transactions and office management, improving the quality of consultation for individuals and organizations on administrative procedures effectively. Strengthening training to enhance the expertise, skills and professional competence of civil servants. Resolutely and comprehensively implementing measures to prevent and combat corruption, with a focus on preventive solutions, increasing transparency and openness. Ensuring effective citizen reception and resolution of complaints and denunciations, preventing the emergence of hotspots; giving priority to resolving prolonged and complex cases.

With the achievements of 2024, along with the tradition of solidarity, dynamism and dedication to work, the sector’s civil servants, public employees and workers are expected to overcome challenges and achieve even greater success in 2025.
